Assists in the development and execution of a departmental human resources program for an operating department, or assists in the execution of assignments encompassing one or more functional areas in the central human resources department; advises on civil service laws and regulations and human resources policies and procedures; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Office of the County Clerk - Administrative Services Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
OPERATING DEPARTMENT:
- Provides advice and assistance to administrative and supervisory staff and other employees by interpreting and explaining requirements of civil service laws, regulations, and procedures pertaining to recruitment, placement, transfer, promotion, examination, classification, labor-management relations, and other related personnel matters.
- Conducts preliminary studies on classification, employee grievances, appointments, salary adjustments, and other personnel matters; recommends action to be taken; prepares required forms to process actions.
- Reviews departmental human resources policies and procedures and recommends changes or modifications to superiors for review and implementation.
- Provides assistance to employees presenting various personnel problems or grievances by explaining civil service laws or pertinent provisions of the collective bargaining agreements, recommending alternatives, or referring them to appropriate sources.
- Contacts the Department of Human Resources and the Office of the Corporation Counsel on legal and technical questions relating to civil service, compensation, vacation, sick leave, workers' compensation, benefits, and related human resources management matters.
- Completes and processes various personnel forms relating to recruitment, classification, worker's compensation, and employee benefits.
- Prepares documents and communications on personnel matters for transmittal to the central human resources department or other governmental agencies.
- Prepares newsletters, notices, and other publications relating to personnel matters for distribution to the sections and divisions of the department.
- Screens applications for recruitments as assigned; rejects or accepts applications; explains the reason for rejection to applicants.
- Assists with the development of written and performance assessments to focus on applicants' knowledge and skills level.
- Schedules and arranges for pre-employment interviews; may moderate or sit on pre-employment interview panels; summarizes panel recommendation for selection.
- Reviews and verifies workers' compensation claims and vehicle and property damage claims; participates in the investigation and preparation of reports of findings with recommendations.
- Provides information and advice on workers' compensation laws and safety regulations to managers and employees; coordinates safety training classes.
- Assists in the development of the department's safety policies and procedures.
- Participates in the department's safety committee activities; accompanies safety inspectors; participates in the resolution or corrections of violations.
- Serves as contact person on all matters related to employee benefits, e.g., health, retirement, flexible spending, etc.; coordinates logistics for all meetings thereto; provides information on benefits to employees; distributes, reviews, and processes all required enrollment or change forms.
- Reviews and verifies eligibility for Temporary Disability Insurance claims; notifies employee and processes claims.
- Participates in departmental staff conferences regarding civil service laws, human resources policies and procedures, and other related matters.
- Provides input and may assist in the preparation of budget requests.
- May operate vehicle to perform work related duties.
- May supervise subordinates as assigned.
- Performs other related duties as assigned.
CENTRAL AGENCY:
- Assists specialists in the administration of various functional program areas with delegated responsibility for phases of the overall program.
- Reviews policies and procedures and makes recommendations for improvement; drafts procedures and guidelines as assigned.
- Reviews all requests for claims under collective bargaining agreements; advises and instructs departmental personnel clerks in the collection of cost data; summarizes information for use in negotiations.
- Audits payroll certification forms for completeness, accuracy, and compliance with personnel laws, rules, collective bargaining agreements, and executive orders; advises departmental personnel on the interpretation and application thereto, and on completing forms; processes the same.
- Audits data entered by departments into the human resources system for processing of personnel actions; posts transactions and processes.
- Conducts field audits to ensure compliance by departments/agencies with personnel laws, rules, policies, procedures, collective bargaining agreements, and executive orders.
- Reviews and recommends approval of redescriptions of position descriptions; reviews reallocation requests for well-defined occupations; prepares report of recommendation.
- Advises departmental personnel on position classification changes due to assignment or reassignment of duties.
- Assists in the conduct of maintenance reviews to update and amend classes of work.
- Provides information on recruitment process, minimum qualification requirements including required certificates, licenses, etc.; refers applicants to licensing agencies.
- Advises applicants on completing application forms properly; screens applications of moderate difficulty for meeting of minimum qualification requirements; notifies applicant of acceptance or rejection status.
- Assists in the gathering of test materials; works with subject matter specialists to develop examinations for review by superior; types, edits, and proof reads written examinations and other examination materials.
- Schedules and arranges for examination sites and facilities; notifies applicants of test dates; travels to various test sites to administer exams.
- Scores answer sheets, converts raw test scores, and notifies applicants of test results; establishes eligible lists and prepares certifications for hiring departments; updates records of departmental hiring actions.
- Reviews, processes, and monitors a wide variety of Workers' Compensation (WC) claims evaluations, including the more difficult WC claims; confers with specialists on the more complex cases.
- Collaborates with specialists to prepare WC cases for administrative hearings before the Department of Labor and Industrial Relations; assists the Office of the Corporation Counsel in preparing WC cases for appeals hearing before the Labor and Industrial Relations Appeals Board.
- Recommends approval or denial of treatment plans; monitors treatments to ensure compliance with the Hawai`i Workers' Compensation Medical Fee Schedule.
- Reviews provider bills for compliance with the Hawai`i Workers' Compensation Medical Fee Schedule; recommends approval or denial of provider bills; prepares correspondence to providers; processes bills for payment.
- Determines periods of temporary disability; advises payroll clerks on matters related to the disbursement of WC payments to employees.
- Arranges for Independent Medical Examinations (IME) and disability evaluations.
- Answers inquiries and provides information and assistance to employees regarding workers' compensation laws, rules, and procedures.
- Makes extensive searches through a variety of files and records; extracts, refines, and organizes information and prepares final reports; prepares other human resources reports and reports for use in budget preparation, annual reports, cost data, etc.
- Sets-up, reviews, updates, and maintains all manual and electronic personnel files, which includes confidential matters thereto.
- May operate vehicle to perform work related duties.
- May supervise subordinates as assigned.
- Performs other related duties as assigned.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from high school, and
- three (3) years of technical or para-professional work experience in human resources management, providing advisory services to the managers and employees and performing substantive work in one or more areas of human resources management (labor relations, recruitment, classification, workers' compensation, administrative services, etc.) that involved the review, interpretation, and application of laws, policies, regulations, and collective bargaining contracts in the performance of these duties, and
- possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at time of filing, as applicable to the position. You will be required to submit your valid driver's license at time of hire, if the position requires a driver's license. (The immediate vacancy with the Office of the County Clerk requires a valid driver's license.)

Ability to: Understand, interpret, and apply civil service laws and regulations, provisions of collective bargaining agreements, and human resources rules, policies, and procedures, conduct simple investigations and prepare reports of findings with recommendations, conduct simple research studies referring to various sources; prepare reports with recommendations, provide advisory and consultative services, explain personnel practices and techniques to employees and the public, review and evaluate personnel programs and make recommendations for changes in procedures and guidelines, plan and review the work of subordinates, operate standard office equipment, including a personal computer utilizing a variety of software applications, and establish and maintain an effective working relationships with county officials, employees, and the public.
