Role Overview
The HR Manager will lead and oversee all human resources functions supporting both offshore and onshore operations. This role requires a strategic HR professional with experience in the oil & gas, EPC, or offshore sectors, capable of managing workforce planning, compliance, talent acquisition, and employee relations across complex, international project environments.
Key Responsibilities
1. HR Strategy & Leadership
- Develop and implement HR strategies aligned with business objectives and project delivery timelines
- Serve as a trusted advisor to senior leadership on workforce planning and organizational design
- Lead HR initiatives supporting large‑scale offshore and project‑based operations (e.g., FPSO, EPC)
2. Talent Acquisition & Workforce Planning
- Oversee recruitment for technical, offshore, and corporate roles
- Build talent pipelines for project‑based and rotational hiring, including contractors
- Partner with external recruitment agencies and managed service providers (MSPs)
3. Employee Relations & Compliance
- Ensure compliance with applicable local labor laws, international employment regulations, and offshore standards
- Manage employee relations matters, including investigations and disciplinary processes
- Support union or collective labor relations where applicable
4. Compensation & Benefits
- Design and oversee competitive compensation and benefits programs for offshore and onshore employees
- Coordinate payroll processes, benefits administration, and mobility or allowance programs
- Conduct market benchmarking within the energy and offshore sectors
5. International Mobility & Deployment
- Manage visas, work permits, and global mobility programs for expatriate and rotational staff
- Support mobilization and demobilization processes for offshore personnel
- Ensure compliance with applicable immigration, tax, and employment regulations
6. Performance Management & Development
- Implement performance management, appraisal, and succession planning processes
- Support learning, leadership development, and training initiatives
- Drive employee engagement and retention strategies
7. HR Operations & Systems
- Oversee HRIS systems, reporting, and workforce data analytics
- Maintain accurate employee records and HR documentation
- Continuously improve HR processes for efficiency and scalability
Required Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred)
- 10+ years of progressive HR experience, preferably within oil & gas, offshore, EPC, or energy environments
- Strong knowledge of international HR practices, labor laws, and compliance requirements
- Experience supporting offshore and rotational work schedules (e.g., 14/14, 28/28)
- Proven experience in high‑volume recruitment and workforce mobilization
- Strong leadership, communication, and stakeholder management skills
Preferred Experience
- Experience supporting FPSO or offshore vessel operations
- Familiarity with global mobility programs, visas, and expatriate management
- Experience with MSP/VMS platforms (e.g., SAP Fieldglass, Beeline)
- Professional HR certifications (e.g., SHRM, CIPD)
