The
Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.
This position works in the
Multifamily Housing Unit (MHU) of HD, with the state
Housing Trust Fund (HTF) and the federal
HOME and
National Housing Trust Fund (NHTF) programs.
This position interprets program policies and contractual requirements and manages, maintains, updates data and records using the Housing Contract Management System (HCMS), the Contract Management System (CMS), and the Secure Access Washington system (SAW), as well as providing technical support to internal staff and external clients. This position supports Project Managers with program process improvement and review, revise and establishing policies, processes, and procedures.
Assist with Administration of State Housing Trust Fund ProgramsTasks include:• Review, analyze, and score project applications using the Combined Funder Application, Housing Trust Fund Handbook, Federal Guidebooks and Notice of Funding Availability guidelines to recommend to the Housing Investment Manager for investment of state funds.
• Conduct review, analyze and approve allowable reimbursement according to the HTF Handbook, Notice of Funding Availability (NOFA), agency policies & other pertinent guidelines. Update applicable data systems and process invoices for payments.
• Provide technical assistance to project owners and staff regarding reimbursement process and systems use through Secure Access Washington (SAW). Monitor for compliance and performance of contract scope and implement performance improvement plans if needed. Coordinate with State Project Managers and Contractors to complete the review and required compliance with State Environmental Policy Act (SEPA), Evergreen Project Plans and Executive Order 21-02.
• Support Project Managers and the Project Management Leads with program process improvement and review, revise and establish policies, processes, and procedures.
• Make technical recommendations on program policies and plans by consulting and maintaining cooperative relationships with designated agencies, internal and external contacts, stakeholders, legislative staff, and policy makers.
• Organize, coordinate, and convene meetings of designated agencies, internal and external contacts, stakeholders, and policy makers to present findings, gather input, engage in discussion, and guide development of program implementation approaches.
• Conduct outreach, collect and maintain a list of stakeholders and other interested parties for involvement and input, program updates, and other related communication.
• Prepare materials for talking points for project management team or members of the MHU Management team if Commerce is called upon to present a status update to the legislature for work sessions or committee hearings.
• Oversee data collection, analysis and state reporting requirements for the State HTF program in CMS and HCMS, as outlined in the unit’s Handbook, desk manuals, and HUB.
• Manage one or more projects assigned in each funding round, with an average of up to three projects in various stages such as pre-development, development, construction, or placed-in-service—actively managed.
• Track award changes and process consistent and timely updates into the Commerce Contract Management Services (CMS) and Housing Contract Management Services (HCMS) database systems and project files (electronic and physical).
Manage Construction Close-out transition to Compliance Asset Management Tasks include:• Coordinate with program staff and contractors to transfer projects and project-related data to necessary systems and team members to prepare projects for monitoring in the Housing Contract Management System for all program contracts.
• Collect and record all necessary development close-out due diligence and documentation, including certified final development costs and other required reports. Review due diligence checklist, as assigned, for consistency with program guidance prior to the project being placed-in-service.
• Schedule and help facilitate meetings between program staff, contractors, and project site managers to support construction close-out process prior to placed-in-service transition.
• Track projects through construction close-out process prior to placed-in-service transition and ensure applicable systems are updated accordingly.
Required Position Qualifications: Six (6) years of combined experience and/or education as described below: Experience in affordable housing, housing finance, real estate/lending, community, trade, or economic development with a focus in two or more of the following areas:
• Contract Management
• Project Development
• Project Management
• Demonstrated understanding of multifamily/rental housing development and lending, and related real estate transactions and legal documentation.
• Demonstrated understanding of affordable housing finance, including layered financing using private and public funds, tax credits, and partnership structures.
Education involves housing finance, business, public administration or related field. Qualifying education post High School or equivalent may be substituted year for year for experience.

Preferred/Desired Qualifications:
• Good understanding of state and federal low-income housing program regulations.
• Experience with the Washington State Housing Trust Fund or with U.S. HUD programs, such as HOME or federal Housing Trust Fund, Low-Income Tax Credit Program, or other similar programs.
• Experience developing rental housing or home ownership opportunities in rural communities.
• Experience with writing and implementing policies and procedures.
• Willingness to work flexible hours and in a collaborative, team-based environment.

• Advanced proficiency with Microsoft Excel and ability to create and manipulate pro forma financial models.

Work from Anywhere in Washington StateThis position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
