As our next Outreach Program Administrator, you will make a meaningful impact by building trust with participants while maintaining clear expectations and fostering accountability and helping shape compassionate, effective citywide strategies.

This position sits within the Planning and Community Development Human Services Division and reports directly to the Human Services Manager. You’ll join a small team dedicated to responding quickly to emerging needs while advancing long-term, coordinated solutions for Redmond community members.

In this role, you’ll lead direct outreach to individuals experiencing homelessness and housing insecurity by connecting them to essential services, shelter, and housing. You apply strong problem-solving skills at both the individual and system level by helping clients navigate barriers while elevating patterns, gaps, and opportunities that inform improvements to citywide services.

  • Provide professional and technical expertise to plan, develop, implement, maintain and enhance the City's Outreach Program for individuals experiencing homelessness in Redmond.
  • Evaluate policies to improve program effectiveness and efficiency.
  • Research issues and review existing and proposed policies or legislation for impact on programs.
  • Manage program contracts and contractors as needed.
  • Responsible for the administration, compliance and oversight of funds associated with the Outreach Program.
  • Develop an effective working relationship with the Redmond Police Department and Fire Department to both identify systemic strategies for addressing the issue of homelessness as well as working directly with individuals currently experiencing homelessness.
  • Collaborate with the City’s Community Health team to establish an integrated team approach for clients.
  • Provide direct outreach people who are unhoused or at-risk of losing their housing; engage in respectful, compassionate, and professional communication in order to build trust, determine needs of the individuals and encourage them to seek assistance
  • Coordinate and/or partner with resource agencies and community-based organizations in order to make effective referrals and connections for the target service population, and actively seek out new resources that will benefit Redmond's homeless and at-risk populations
  • Take a leadership role in creating alliances between other regional resources and outreach professionals to develop a coordinated response, communicate about new resources and best practices, and problem solve to overcome barriers; participate on other related committees and task forces as needed.
  • Develop community awareness by educating and informing various community groups, including property managers, citizens, and the business community, regarding relevant topics/issues.


Knowledge of:

  • Issues relevant to the homeless/at-risk population, including mental health and addiction.
  • Housing and human service providers across East King County and beyond.
  • An understanding of King County Homelessness Authority and its related policies and programs
  • Washington state resources, including government programs, employment resources, and treatment programs.
  • Thorough knowledge and understanding of the complexities of homelessness, behavioral health, and substance use.


Skill in:

  • Relating to and interacting with individuals in transition, that are experiencing homelessness and/or at-risk of becoming homeless.
  • Communicating effectively and persuasively to a wide variety of audiences including making public presentations as needed.
  • Connecting individuals with appropriate and available resources.
  • Establishing relationships with case managers and contacts at service provider locations to leverage services.
  • Demonstrated clinical engagement skills, including motivational interviewing, harm reduction, and trauma-informed care.
  • Identifying, developing, and implementing programmatic and policy recommendations.


Ability to:

  • Demonstrate cultural sensitivity and respect in all interactions.
  • Address the needs of homeless/at-risk individuals in a responsive manner within established guidelines.
  • Accurately assess risk level of any given engagement opportunity and respond accordingly.
  • Exercise independent judgement and initiative.
  • Communicate and maintain appropriate boundaries.
  • Work proactively with human service organizations.
  • Maintain effective working relationships with a variety of individuals and groups.
  • Work both independently and as part of a team.
  • Write effectively and persuasively.
  • Develop and maintain accurate case notes, records and metrics; and
  • Plan and organize workload to meet deadlines.

Education and Experience

  • Four years’ experience inprogram administration or project management in assigned program.
  • High school diploma or equivalent; Bachelor’s degree related to assigned field preferred
  • Any equivalent combination of education, experience and training provides the required knowledge, skills, and abilities


Licenses and Certificates

  • Valid WA State Driver's license required.
