This position is located at Washington County’s south maintenance facility in Woodbury, Minnesota. Maintenance activities for highways in the southern half of the county are based out of this facility.

The Highway Maintenance Supervisor is responsible for overseeing day to day maintenance and repair of the county’s road and bridge network to ensure safe and reliable travel for the public. This role typically includes planning and prioritizing maintenance activities, coordinating and directing work crews, managing equipment and materials, and responding to weather related events such as snow, ice, flooding, or wind damage. The supervisor monitors roadway conditions, ensures that all work follows county standards and safety regulations, and communicates with residents, contractors, other public agencies, and other county departments. They also assist with budgeting, record keeping, and long range maintenance planning to support efficient operation of the county’s transportation system.

This is a supervisory position for a growing group, currently consisting of 13 maintenance workers. Communication skills, supervisory skills, computer fluency, and the ability to take input and make decisions are all important for this position.

During snow and ice events, the highway maintenance supervisors work at the same time as the plow truck operators. The typical start time during snow and ice events is 4:00 a.m., but can vary depending on the timing of the event. This is not a work from home position.

DESIRABLE EXPERIENCE:
  • Experience as a lead worker or supervisor with hiring process, termination proceedings, disciplinary actions, grievance proceedings, scheduling work assignments, administering employee performance evaluations and training employees
  • Experience managing highway maintenance operations for a government agency or related area
  • Experience with snow and ice control operations or developing/optimizing snow plow routes
  • Experience assessing general road conditions and needs (resurfacing, patching, signing, weed and brush control, shoulder work, striping, drainage, snow and ice control, and other maintenance
  • Experience preparing short- and long-term work plans
  • Experience with prioritizing maintenance projects and preparing work schedules
  • Experience participating on teams or committees at work that were focused on improving highway maintenance operations


SELECTION TECHNIQUE:Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS:The summer work schedule (Memorial Day to Labor Day) is Monday – Thursday, 6:00 a.m. – 4:30 p.m. During the remainder of the year, the typical schedule is Monday – Friday, 7:00 a.m. – 3:30 p.m.

ANTICIPATED HIRING RATE:Highway Maintenance Supervisor I: $34.00 - $46.38 per hour
Highway Maintenance Supervisor II: $38.32 - $52.30 per hour

Right to work PosterThe Highway Maintenance Supervisor I coordinates the work of assigned staff and the operations of a unit within the Public Works department, ensures program and service delivery by working directly with staff, other County divisions and the public and participates in the budget process.

MINIMUM QUALIFICATIONS: This position requires a high school diploma, five years of public works experience in highway maintenance and repair including experience in operating all types of road maintenance and construction equipment, including at least three years in an assigned specialty, or equivalent.

Applicants must possess a valid Class "B" Commercial Driver's License (CDL) with Air Brake designation and must obtain and maintain a Class "A" Commercial Driver's License with Air Brake designation and Tank Vehicle endorsement, within six months of employment, at the employee's expense.

PREFERRED QUALIFICATIONS: Previous lead experience and supplemental format training in technical engineering subjects and a Class "A" driver's license is highly desirable.

WORK ENVIRONMENT

Work is performed in the field in all types of weather conditions and in an office setting. Duties include being able to perform the following movements on an occasional to frequent basis, walking, bending, turning/twisting, climbing, reaching out, grasping and finger manipulation. Lifting requirement of up to 65 pounds on an occasional basis. Use of equipment to include all types of highway maintenance vehicles, tools, two-way radio, telephone, computer and calculator. Senses used on continual basis include vision and hearing.

Exposures may include, but are not limited to toxic chemicals, construction zones, seasonal temperature extremes, bodily fluids, communicable diseases, hazardous waste, high rate of speed and heavy moving traffic, confined spaces, uneven terrain and unpredictable/challenging human behavior, and during field work driving in adverse road conditions.
