THIS IS A DEPARMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY DEVELOPMENT SERVICES DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION.

Under limited supervision, oversees all inspection activities of the highway inspection section, coordinates new subdivision inspections, utility installation and repair, sewer cut-in and repair, and performs the supervisory functions of the highway inspection section.

Provides for the supervision of the highway inspection staff including setting priorities and reviewing staff work for accuracy, completeness, and detail, assesses performance, sets schedules and provides related approvals such as leave requests and time sheets, provides professional guidance.


Supervises, participates, and provides technical assistance with highway inspection activities associated with inspection review, and approval of subdivisions designs and plans; utility and sewer designs and miscellaneous construction; issues permits for work within County right of way; investigates complaints relating to drainage and road problems.


Maintains records of inspection reports, subdivision progress information, permits, and complaint investigations; reviews GEO technical reports to ensure that roads being turned over to Hamilton County have been constructed properly; prepares resolutions for the acceptance of newly constructed roads;


Serves as a technical information source for County Engineer and staff; represents Hamilton County in dealing with the contractors, developers, engineers, surveyors, and the general public on issues relating to areas of responsibility; coordinates and communicates Hamilton County Subdivision regulations/requirements to other divisions and departments. Performs other related duties as assigned.

Knowledge of Tennessee Code Annotated (TCA) and related administrative guidelines, federal regulations relating to area of responsibility.
Knowledge of Hamilton County Subdivision Regulations, County policies and procedures.
Knowledge of Manual on Uniform Traffic Control Devises, Tennessee Standard for Road and Bridge construction.
Knowledge of the fundamental principles of supervision, engineering inspection methods, section budget and accounting system.
Skill in reading, interpreting, understanding, and applying Tennessee Code Annotated, related policies and procedures, applicable Federal rules and regulations, Hamilton County Regulations, Policies and Procedures.
Skill in planning, organizing, developing, and leading engineering inspection staff to the achievement of section goals and priorities and ensuring compliance with regulations.
Skill in communicating effectively orally and in writing and establishing and maintaining cooperative working relationships with the public, department staff, other County departments and contractors.
Skill effectively communicating in both oral and written form.
Skill in Microsoft Office including Word & Excel.
Skill in using an iPad.

An Associate’s Degree in Engineering, Construction Technology or directly related discipline plus five (5) years of direct work experience in highway construction and engineering, three (3) years of which must be in a supervisory or lead capacity. A valid driver’s license is required.


OR


The equivalent of a high school diploma and seven (7) years of direct work experience in highway maintenance and construction management, three (3) years of which must be in a supervisory or lead capacity. A valid driver’s license is required.


ADDITIONAL REQUIREMENTS:


This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.


Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.


PHYSICAL REQUIREMENTS:


Work requires minimal physical effort with intermittent sitting, standing, walking, and driving. Regular visits to inspection work sites are required.
