GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to operate heavy weight trucks and/or other moderately complex automotive equipment and/or machinery in support of operations of assigned department. Employees in this classification have considerable skill, dexterity, and manipulative abilities in heavy truck and equipment operation. Work requires close tolerances, fine adjustments, and constant attention to safety and cautionary factors. Incumbents may function as part of work crew, or may work independently depending on area of assignment.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Performs pre-inspection and post inspection, in accordance with CDL regulation, on all vehicles, equipment, and/or machinery operated; checks fluid levels, proper hydraulics functioning, brake system, tire inflation and wear, fuses, fuel levels, instrument panel and warning light operation, and a variety of gauges, dials and other indicators to ensure proper operation; maintains inspection log; performs minor maintenance and repairs as needed; and refers major repair needs to appropriate personnel.
  • Enters data into the Departmental work order system on a daily basis.
  • Operates heavy front-end loaders, pay-loaders, jet vacuum trucks, bobcats, backhoes, rollers, graders and/or tractors in transporting, maintaining, and excavating, as applicable to assigned work area.
  • Operates pick-up trucks, flatbeds and dump trucks in transporting of personnel, tools, equipment and/or materials, as applicable to assigned work area.
  • Operates bucket hoists, truck mounted cranes, sludge presses, tractor-trailers and/or other moderately complex to heavy equipment in performing duties of the assigned work area.
  • Operates a variety of small equipment such as cement mixers, jackhammers, concrete saws, chain saws, skill saws, edgers, wet dry vacuums, etc., as applicable to assigned work; uses a variety of hand held tools and equipment applicable to assigned tasks, i.e., two-way radio, shovels, rakes, post hole diggers, and standard mechanics tools.
  • Maintains routine records related to daily routes, inspections and assigned activities; prepares/completes route sheets, hot lists, work orders, landfill tickets, vehicle inspection reports etc.; forwards or retains as appropriate.
  • Observes safe and proper operating procedures when operating vehicles, equipment, machinery, and/or tools, in accordance with established and prescribed standards.
  • Position provides assistance and training to other City personnel in safe and effective operation of various vehicles and equipment where appropriate.
  • Performs routine cleaning, maintenance, fueling, and/or servicing of assigned vehicles, equipment, machinery, and/or tools to maintain safe and proper operating condition.
  • Functions as part of a work crew in completing project/work orders as assigned.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects.
  4. Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
  5. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  6. Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  7. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED;
  • Supplemented by five (5) years progressively skilled experience and/or training demonstrating ability to safely operate a variety of heavy trucks and/or complex automotive equipment.
  • Must possess and maintain a valid Florida driver's license "class B", and a driving record which meets or exceeds minimum City driving standards; dependent upon type of equipment operated, some divisions/departments may also require tanker endorsements, air brake endorsements, a Class A, or a Class B Wastewater Collection Technician Certificate.

OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

Physical Ability: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, and/or toxic/poisonous agents.
