Position Overview:
The Holistic Assistance Response Team (HART) is the 4th branch of the first responder system administered by Harris County Public Health. HART provides timely appropriate responses to non-emergency 9-1-1 calls involving homelessness, behavioral health needs, and other health or social welfare concerns, with the goal of reducing unnecessary law enforcement or hospital-based interventions. HART consists of teams of social welfare, behavioral health, and emergency medical personnel who respond to 9-1-1 calls requiring face-to-face behavioral health crisis intervention, low-acuity pre-hospital care attention, and other social welfare concerns. The Harris County Sheriff’s Office (HCSO) is a key partner, as county 9-1-1 call-takers and dispatcher are housed within HCSO.
The HART Program Coordinator serves as the primary liaison between Harris County Public Health (HCPH) and the HCSO, supporting ongoing collaboration and operational alignment for HART. The Program Coordinator is an employee of HCPH and is embedded within HCSO to coordinate dispatch-related policies, procedures, safety training, and to support cross-agency coordination with local law enforcement and emergency medical services.
Duties & Responsibilities:
- Work closely with HCSO 9-1-1 dispatchers, and call-takers to ensure calls are appropriately triaged for HART response.
- Identify opportunities for improvement within HCSO Emergency Dispatch Center (EDC) related to HART Operations and Collaborate with relevant personnel to proactively address dispatch challenges.
- Maintain formal and informal communication with partners, team members, and leadership to assess needs, constraints, and operational status.
- Serves as a key liaison between HCSO and HCPH.
- Collaborate with HCSO to update HART dispatch policies and procedure, provide relevant training to -EDC personnel and lead additional trainings assigned.
- Participate in assigned meetings, and contribute meaningful decision-making, including clearly defined next steps and follow-up actions.
- Implement program needs across multiple stakeholders through clear communication and timely delivery of program outputs.
- Develop presentations and information materials, as appropriate. Support the development of program goals and objectives in collaboration with HCSO.
- Track project status and coordinate deadlines assigned initiatives using a variety of software applications.
- Performs other duties and responsibilities as assigned by HCPH leadership.

- Bachelor's degree in social work, Sociology, Public Health, or another related field.
Experience:
- At least two (2) years' experience in public health, social services, homeless and/or behavioral health operations, and program management.
- At least one (1) year of experience in Case Management.

- Ability to prioritize tasks and manages time to ensure that deadlines are met.
- Knowledge of contract management and oversight principles.

- Experience and knowledge of project management tool(s) and methodology.

- Demonstrated experience in relationship and consensus-building, and meaningfully engaging community members in decision making and planning.

Position Type, and Typical Hours of Work:
- This is a Regular | Full-Time position
- Monday through Friday: 08:00 am to 05:00 pm (flexible)
- Evenings and weekends as necessary; hours will vary earlier or later based upon division and department events and program needs.
Work Environment:
- Work environment is typically split between an office environment and field (outdoors).
Physical Demands:
- Persons in these positions frequently lift, carry, push, and pull objects weighing up to 10 lbs. They also occasionally move objects weighing up to 20 lbs., and sometimes, but rarely, up to 50 lbs.
Work Location:
