Position Details
The West Virginia Department of Tourism/National Coal Heritage Area is accepting applications for the Grants Management Specialist II position. Under the direct supervision of the Chief Financial Officer and in cooperation with the Executive Director and other program staff, the Grants Management Specialist II is responsible for the administration, oversight, and financial management of all operations, revenue, and expenses for the organization, including, but not limited to, the management of the agency's federal grants and will ensure the compliance of the National Coal Heritage Area and its subgrant recipients with all federal and state regulations as mandated.
This position includes performing the financial processes of the National Coal Heritage Area, including, but not limited to: budgeting, drawdowns, and payments associated with grants, purchase orders, contracts, and travel reimbursements. The role involves comprehensive reporting and ensuring compliance with federal and state regulations, including support in completion and submission of grant applications and quarterly reporting to grantors, both federal and nonfederal, in coordination with other program staff.
The position requires full-time work during business hours, Monday through Friday.

Knowledge of generally accepted accounting theories, principles, methods, practices and terminology.
Knowledge of state and federal grant procedures and reports.
Knowledge of the fundamentals of budgeting and accounting as applied to public administration.

Knowledge of business procedures.
Knowledge of statistical survey methodology.

Experience and/or interest in learning new data tools and software.
Proficiency in Adobe Acrobat and the Google suite of products.
Proficiency in/or interest in learning wvOASIS.
Training:Graduation from an accredited four-year college or university with a major in business or public administration, economics, finance, business management or accounting or related areas.
Substitution:Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.
Experience:Two years of full-time or equivalent part-time paid experience in grants management or public funds administration.
Substitution:Master's degree in business or public administration, economics, finance, business management, accounting, or a closely related field, from an accredited college or university, maybe substituted for one year of the required experience.
