The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years).

Under supervision of the Forestry Manager, The Forestry Service Specialist Supervisor (FSSS) is responsible for managing approximately 8,000 acres of Bremerton’s forested watershed and Utility lands.

The FSSS ensures compliance with management objectives to maintain the Union River Reservoir’s unfiltered water source status, protect surface and groundwater resources, and promote forest health and resiliency. Utility lands are actively and adaptively managed to achieve these goals while generating revenue to help offset utility costs for ratepayers.

Responsibilities include supervising Forestry Division staff (two Forest Specialists and one seasonal intern), planning and coordinating daily operations, overseeing timber harvest operations, forest road maintenance, and Watershed security patrolling and monitoring for trespass in conjunction with the Bremerton Police Department (BPD).(Note – this list is intended only to illustrate the various types of work that may be performed. •Supervises, establishes work schedules, coordinates, and trains forestry staff in the performance of their duties.

•Assists forestry staff in developing goals and objectives for professional growth and schedules required training. Completes employee evaluations as defined by City policy and procedure. Counsels employees as needed.

•Establishes and maintains the forestry safety program by completing the City Safety Monthly Meeting required paperwork and holding safety discussions with Forestry staff as necessary.

•Assists Forestry Manager with technical forestry projects such as timber harvest field work per Washington State Forest Practices, reforestation, plantation maintenance, timber inventory data, construction projects, contract compliance, danger tree removal, City of Bremerton Wildfire Management Guidelines Plan, etc.

•Schedules and supervises biosolids application operations in coordination with the Forestry Manager to maintain 100% utilization of biosolids produced by the City’s Wastewater Treatment Plant, as per the Department of Ecology and EPA General Permit.

•Protects water quality in the Union River and Gorst Basins by maintaining City’s 60+ miles of forest roads to Washington State Forest Practices Standards and City’s best management practices.

•Supervises the implementation of road maintenance & reconstruction projects for 60+ miles of forest roads and biosolids application trails such as new road layout, culvert installations, resurfacing, grading, erosion controls and brush control including mechanical & chemical applications.

•Maintains and upkeeps Forestry Division’s heavy machinery and vehicles in coordination with Equipment Services Division.

•Aids Forestry Division Manager with other special projects such as: Kids Fishing Day, Gorst Creek Fish Hatchery related events, Bremerton Police Department Pistol Range, Wildland Fire Training.

•Coordinates with other City of Bremerton Divisions to assist with and complete projects related to Watershed and Utility Lands.

•Generates GIS maps, using ArcPro, databases and Microsoft software applications for Forestry Division, other Utility & City Divisions, contractors, venders and various agencies.

KNOWLEDGE, SKILLS and ABILITIES (Entry Requirements)
Demonstrated knowledge of:
•Forest Practice Acts Regulations, Biosolids- Federal, State and Local regulations.
•Technical forestry skills.
•Proper chemical use, calibration of applicator and applications in forest environment of different computer software applications and uses.
•Fire Suppression in a forest environment.
•Technical Forestry Skills (timber harvest techniques, cruising timber by log volumes & grades, reforestation & plantation principles, surveying principles to establish section & property lines & corners, taxonomy).
•Best Management Practices for forest road construction and maintenance.
•Computer programs including Microsoft Word, Excel, ArcGIS software, mapping software, data management, and specific programs related to forestry operations and maintenance.
•Personal Protective Equipment (PPE) and safety policies, procedures and practices.
Ability to:
•Establish training programs, recommend changes in policies and procedures in work methods.
•Operate complex equipment, (backhoes, excavators, loaders, grader, brusher, biosolid application equipment, dump trucks, chipper, scat trax, and hand operated power tools) efficiently, safely, train other employees in the operation of equipment.
•Interpret and use maps and aerial photos including reading technical information and apply that information in a workable situation.
•Work with other City Divisions or agencies to complete work projects.
•Communicate effectively both orally and in writing.
•Collaborate with others and be part of a team.
•Create and use complex mathematical equations for forestry applications and biosolids data analysis.•A high school diploma or G.E.D. AND
•Associate’s degree (or higher) in Forestry or closely related field AND
•A minimum of 5 years related experience with progressively responsible supervisory skills and experience.
•Equivalent education and/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and/or registration.

Special Requirements
•Valid driver’s license
•Class A Combination drivers license with tanker endorsement or able to obtain within 1 year of hire
•Possess or be able to obtain within 6 months a valid Washington State Department of Agriculture Pesticide License.
•Flagger card,
•First Aid and CPR Cards,
•Confined space training certification.

PHYSICAL REQUIREMENTS
•Excessive walking up and down steep inclines through heavily forested or brushy environments, lifting, sitting, twisting, driving, good balance, bending, etc.
•Ability to lift up to and/or more than 50 lbs. required.

WORKING CONDITIONS
•Ability to work independently in rough terrain, with the possibility of falling objects, adverse conditions (cold, hot, dirty, wet & smoky conditions), noisy & vibrating situations, exposure to some chemicals and biosolids with associated odors on a daily basis.

Occasionally assigned to work on call with 24 hour call back. The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job. Placement on the eligibility list is determined by weighted examination scores as follows:

Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

Veteran's Preference:Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS

Fair Labor Standards Act: The classification is non-exempt under the laws of Fair Labor Standards Act, and is over-time eligible. This position is subject to minimum wage and overtime provisions.

Representation: This position is represented by Teamsters Local 589 and subject to the rules and guidelines established in the collective bargaining agreement between the City of Bremerton and TL589.

Civil Service: The classification is excluded from the City's Civil Service System.

Appointment and Removal Authority: The terms and conditions of employment for this position are governed by the TL589 CBA and pursuant to Bremerton Municipal Code, and City Personnel policies.

This classification specification does not constitute an employment agreement between the City and employee. It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
