Duties and Responsibilities

  • *Serves as Fiscal Administrator for the Institute for Astronomy (IfA) providing a range of administrative/financial management services to assigned faculty and staff.
  • *Responsible for overall grants management, including but not limited to: pre-award, account establishment and maintenance, budget expenditure tracking and forecasting, procurement, disbursing and reporting, and project closeout, ensuring compliance with Federal, State, and University rules, regulations, policies, and procedures.
  • *Review, analyze, evaluate and assist in development of budget proposals, budget requests and proposed expenditure plans.
  • *Prepare forecasts for short- and long-term financial plans relating to projects based on evaluation of the project's budget and operations to make recommendations on spending changes.
  • *Research, interpret, and apply terms and conditions of sponsored agreements to ensure accuracy and compliance with all applicable policies and guidelines
  • *Review and approve fiscal transactions within signing authority, including purchases, travel, reimbursements, and payments, in compliance with Federal, State, University, RCUH, and sponsor regulations.
  • *Ensures proposal submission conforms to program guidelines and administrative requirements prescribed by the University and the sponsoring agency, including form, content, budgetary limitations/restrictions, and cost sharing/matching requirements.
  • *Oversee and execute procurement activities, including vendor contracts and bid/quotation processes, ensuring compliance with Institutional, State, and Federal rules, regulations, policies and procedures.
  • Assist faculty, staff and students by providing guidance and effective recommendations on applicable policies, procedures, and administrative requirements
  • Resolve a wide range of fiscal issues, including those related to award management, contract administration, vendor payments, payroll, and employee reimbursements.
  • Collaboratively work as a team member to identify, coordinate, and evaluate problems, and develop and implement workflows and procedures to support efficient, compliant, and transparent fiscal operations.
  • Provide fiscal training and technical support to faculty and staff.
  • Occasional inter-island travel may be required.

Minimum Qualifications
  • Possession of a baccalaureate degree in Business, Accounting, Finance, Social Science or related field and 3 year(s) of progressively responsible professional experience with responsibilities for fiscal administration, grants management, and/or procurement; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of fiscal administration, grants management, and/or procurement as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal administration, grants management, and procurement.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Demonstrated ability to prioritize and organize workload to meet scheduled deadlines using time management and multitasking skills

Desirable Qualifications
  • Familiarity with policies and procedures, regulations, and guidelines of the State of Hawaii and the Federal Government.
  • Familiarity with the policies and procedures of higher education.
  • Knowledge of administrative service policies and procedures of the University or similar in size and scope.
