Duties and Responsibilities

  • *Responsible for the provision of purchasing and procurement of goods, and services within fiscal authority, including signing authority up to $25,000.
  • *Audits program initiated documents to ensure compliance with State, Federal and University policies and procedures. This includes certifying availability of funds and evaluating legality of expenditures.
  • *Finalizes the issuance of appropriate fiscal and procurement documents. This also includes reviewing and approving documents for compliance with budgets and University policies.
  • *Responsible for contract administration functions for the department, including assisting in the development and review of technical specifications, and annual renewal requests from service provider, utility maintenance vendors, etc.
  • *Maintains the Accounts Payable system for all Systemwide offices, initiating follow-up with vendors and departmental requisitioners as necessary to ensure timely and proper payments, and to avoid lapsing of funds.
  • Fields questions independently on routine procurement and fiscal matters, seeking guidance from supervisor only on unusual, complex, or sensitive situations.
  • *Ensures proper and accurate inventory management and control. Responsible for annual inventory review, approves acquisition, disposal and transfers to ensure accountability and accuracy in accordance with specific State and Federal guidelines.
  • Assists with the administrative processes of developing, monitoring and analyzing budget execution and program expenditure plans.
  • Reviews, analyzes and evaluates program expenditures and performance with planned budgetary and programmatic objectives as well as directing appropriate offices to take corrective actions.
  • Assists with financial reports, and reconciliation for System funds.
  • *Responsible for Accounts Receivables including the billing, collection, and deposits into University controlled accounts.
  • Assists with the collection, analysis and evaluation of financial data for University use in response to inquiries from the State Legislature, federal and state agencies, and other organizations.
  • *Responsible for the coordination of telecommunication and computing systems including Kuali, PeopleSoft, Banner, P-cards, etc. including serving as liaison with ITS, Banner, Telecom offices.
  • Other duties as assigned.

Minimum Qualifications
  1. Possession of a baccalaureate degree in business administration, accounting, finance, or related field and 3 years of progressively responsible professional experience with responsibilities for accounting, auditing, finance, business development, or management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of governmental accounting, finance, or business administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with higher education or business management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Ability to plan, organize, and lead administrative and organizational processes as applied to the management of programs, policies, and operations.
Desirable Qualifications
  1. Familiarity with University administrative and budgeting policies and procedures.
  2. Familiarity with the University's financial management system Kuali.
