The Kings County Administration Department and the Kings County Fire Department are currently seeking qualified individuals for the position of:
FISCAL ANALYST I/III:$69,388.80 - $84,676.80 Annually
II: $76,648.00 - $93,537.60 Annually
The County is looking for Fiscal Analysts with effective communication skills to drive accuracy, accountability, and innovation to their assigned departments. If assigned to the Administration Department, you will work closely with Elections, Human Resources, UC Co-Op, County Counsel, and Library, assisting with budgets, financial reporting, and data analysis for the departments. The County Administration Office is responsible for the general administration and coordination of all County operations and programs, together with the preparations and administration of the County Budget, and serves as a liaison between County Departments and the Board of Supervisor.If assigned to the Fire Department, you will work exclusively with the Fire Department on fire services which includes: budgets, financial reporting, data analysis, grant tracking, and maintaining a comprehensive cost recovery program for interagency billing with occasional public office traffic.

MANAGEMENT LEVEL II BENEFITS

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.

  • Reviews accounting and financial documents to ensure accuracy of information and calculations and makes correcting entries.
  • Maintains and monitors the grant funds and ensures compliance with rules and regulations governing the use and the accounting of each grant; compiles and prepares financial and other data for claims.
  • Examines supporting documentation to establish proper authorization and conformance with agreements, contracts, and state and federal regulations.
  • Prepares trial balances; coordinates and calculates periodic closings.
  • Prepares journal entries and reconciliations of general ledger, journals, subsidiary accounts, and bank statements.
  • Compiles and prepares general and subsidiary ledgers and supporting schedules.
  • Monitors and review expenditures, revenues, and budget allocations to determine financial status; analyze and reconcile expenditure and revenue accounts; reviews and processes appropriation transfer requests between accounts.
  • Prepares a wide variety of financial, statistical, and narrative reports, including year-end, budgetary, monthly financial statements, cash flow, payroll, investments; assists in the preparation of custom reports, graphs, schedules, and other documents as needed.
  • Participates in the compilation and preparation of the annual budget, including assisting divisions with budget preparation, preparing, and updating cash flow and cost projections and estimated revenues and expenditures, monitoring expenditures to ensure compliance with adopted budget, and assisting in publication of the budget.
  • Interprets, explains, and applies general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of the department assigned.
  • Assists in financial, operational, performance, and compliance audits with Federal subrecipients; conducts interviews; researches and analyzes documentation, reports, processes, policies, procedures, and various data; prepares reports and documents process, findings, and recommendations for improvement.
  • Provides training to less experienced staff; may provide supervision to technical and clerical staff in support of assigned department and program(s); participate in the selection of, train, motivate, and evaluate assigned personnel, and work with employees on performance issues.
  • Oversees preparation and processing of daily cash reconciliation, invoices, requisitions and purchase orders, reviews for accuracy and completion.
  • Confers with departmental representatives and provides information regarding budgeting and accounting processes.
  • Analyzes programs and legislation to determine fiscal and budgetary impact, prepares budgetary appropriation transfers and supplemental budgets.
  • Reviews and recommends modifications to fiscal policies, procedures, and operations manuals.
  • Provides technical support to outside auditors and governmental program auditors.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE:

Education:

  • Fiscal Analyst I/II:Equivalent to bachelor’s degree from an accredited college or university in accounting, finance, business administration or related field.

Experience:

  • Fiscal Analyst I: Two (2) years of increasingly responsible accounting experience.
  • Fiscal Analyst II: Two (2) years experience performing duties at a level equivalent to the classification of a Fiscal Analyst I with Kings County.

LICENSES AND CERTIFICATIONS

Licenses:

  • Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.
SPECIAL REQUIREMENTS

Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check. Ability to work irregular hours as necessary and travel within and outside the County.
