The Financial Operations Analyst at the National Science Foundation manages budgets, ensures compliance, and leads procurement, providing expert analysis and recommendations. The role conducts in-depth financial analyses, and delivers recommendations that inform leadership decisions and drive program effectiveness.
As a Financial Operations Analyst
, you will perform the following duties:
- Contributes to analyzing and managing the organization's budget and financial accounts to align with goals. Develops budget spreadsheets, reconciles accounts, and reports to senior management. Prepares budget proposals. Establishes and improves internal controls, recommends reallocation of funds and resources, and monitors budget execution. Analyzes data to identify financial trends, conducts budget reviews, and forecasts requirements. Certifies funds for projects, prepares expenditure reports, and continuously evaluates resource use.
- Research and interpret procurement laws and policies governing the acquisition of supplies and services, addressing contracting issues to meet program goals. Drafts statements of work, manages the bidding process, and analyzes contract submissions for small contracts. Conducts studies, analyzes data, and recommends improvements to internal procedures. Prepares reports on findings and implements procurement policies. Performs contract closeouts.
- Organizes and manages projects by developing implementation plans, resolving operational issues, and expediting actions. Coordinates informal teams, tracks resource efficiency, and team performance. Establishes milestones and deadlines, monitors progress. Provides guidance and technical advice to less experienced employees and facilitates training for new staff on NSF systems and policies.
To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 Level in the federal service
leading and overseeing effective financial resource analysis activities for an organization.Examples of specialized experience:
- Formulating, executing, and analyzing financial accounts;
- Developing budget spreadsheets, reconciling accounts;
- Monitoring and evaluating organizational, contract, or program budgets to identify patterns and trends;
- Making recommendations regarding financial resource allocations;
- Researching and interpreting procurement rules and regulations;
- Performing analysis of acquisition activities or contracts;
- Leading functional teams in performing financial analysis activities.
