Responsibilities

  • The FMS Financial Tiger Team supports IPO-230F for financial Case Management support specific to internal and enterprise-wide FMS case execution, reconciliation, and closure. The Case Reconciliation and Closure Tiger Team is a DSCA initiative to augment the Navy’s case closure efforts
  • Participate as senior members of the FMS Financial Tiger Team present findings to the SSCO, and request concurrence to finalize the closure steps. Provide financial assistance in case development, execution, contract reconciliation, and closure.
  • Provide case development, management, and closure support to include coordination with case managers, technical analysis of programs, program management support to Navy IPO for MISIL and N-ERP cases under Navy IPO cognizance.
  • Perform analysis and make recommendations to resolve corporate FMS business-rule violations. Submit monthly report displaying analysis and recommendations for violation resolution.
  • Resolve specifically designated cases and collect data to prepare inputs for the DSCA “Tiger Team Case Closure” report.
  • Conduct financial analysis and reporting on special areas of interest. Provide monthly report detailing efforts. Prepare briefing materials showing metrics.
  • Coordinate with DCMA/DCAA to identify transaction level issues that may impede FMS case reconciliation and closure processes.
  • Prepare reporting and metrics for IPO-230F and facilitate FMS case execution, reconciliation, and closure. Generate revisions or recommendations for case modifications prior to closing.
  • Conduct commitment, obligation and expenditure reconciliations and prepare logistics/financial reconciliation analysis reports.
  • Communicate with case managers, customers, and contractor support as required.
  • Attend and maintain minutes for FMS enterprise activities and high-level meetings for IPO-230.

Qualifications

  • Education / Certifications:
  • Bachelor’s Degree
  • Experience:
  • Bachelor’s Degree with ten years relevant experience in FMS financial management is required. Experience should include proficiency in most of the following programs: MISIL, N-ERP, DSAMS, DIFS, SCIP, MOCAS, CEPT and CHOOSE, as well as financial case and contract reconciliation, pre-validation and problem disbursement analysis and resolution, case management and execution, P&A development, FMSA planning directives, project directives analysis and resolution of FMS business rule violations, purpose and types of funding documents and case closures. Must possess highly specialized knowledge or skills in the area of endeavor with a documented work history of understanding best practices.
  • Five additional years’ experience can offset the bachelor’s degree requirement (total of 15 years of relevant experience)
  • Other Requirements:
  • Must have or be able to secure a secret clearance
  • U.S. Citizenship status is required as this position will require the ability to access US only data system
  • Desired Qualifications/Experience:
  • Previous Foreign Military Sales Experience.
  • Proficiency in most of the following: MISIL, N-ERP, DSAMS, DIFS, SCIP, MOCAS, CEPT.
