CDBG-DR Estimator – Disaster Recovery Housing

LEMOINE is seeking a CDBG-DR Estimator to join our Florida disaster recovery team. Working alongside inspectors and construction managers in the Tampa Bay area, this role supports construction scoping and cost estimation activities for CDBG-DR housing recovery programs serving Hillsborough, Pinellas, and surrounding counties. The Estimator is an important part of the team, helping ensure that all cost documentation is accurate, program-compliant, and ready to support construction delivery and federal compliance across Florida programs.
Job Responsibilities
- Prepare detailed Xactimate-based cost estimates and scopes of work for residential properties enrolled in CDBG-DR housing recovery programs in Hillsborough, Pinellas, and surrounding counties.
- Conduct or participate in property inspections to gather field measurements, document existing conditions, photograph damage, and identify all eligible repair items.
- Ensure all estimates are accurate, complete, program-compliant, and aligned with CDBG-DR eligibility requirements and approved cost schedules.
- Review and reconcile general contractor bids and proposals against Xactimate estimates, or site-specific requirements. Document variances and share recommendations with the Construction Manager.
- Process change order requests from general contractors; prepare revised estimates and support documentation for program review and approval.
- Maintain organized and complete estimate files for all assigned properties including field notes, photographs, Xactimate reports, and change order documentation.
- Work closely with Construction Inspectors and the Deputy Construction Manager to align field findings with estimate scope and resolve discrepancies.
- Assist with scope development for specialized repair activities including home elevation, structural repairs, hazard mitigation measures, and Green Building Standards improvements.
- Contribute to audit-readiness by ensuring all cost documentation meets federal standards and is prepared for HUD monitoring and OIG review.
- Track estimate production volume and completion timelines; share progress updates with the team.
- Adhere to and promote LEMOINE's LIFE Safe Work Practices.
- Willingness and ability to travel throughout the Tampa Bay area and across Florida as program needs require; valid driver's license required.

Required Qualifications
- High school diploma or GED required; Associate's or Bachelor's Degree in Construction Management, Engineering, or related field preferred.
- 2–3 years of experience in construction estimating, residential construction, or a related field; CDBG-DR or federally funded program experience preferred.
- Proficiency with Xactimate (desktop and/or mobile) for residential construction estimating; required.
- Working knowledge of residential construction trades including roofing, framing, mechanical, electrical, plumbing, and general repair across all phases.
- Familiarity with HUD CDBG-DR housing program requirements, Green Building Standards, and federal cost eligibility standards preferred.
- Strong attention to detail and numerical accuracy; ability to prepare and review cost documentation that is complete and audit-ready.
- Proficiency in Microsoft Office Suite; experience with program management or document control platforms preferred.
- Excellent organizational skills and ability to manage a high-volume caseload of property estimates simultaneously.
- Strong written and verbal communication skills for coordination with inspectors, contractors, and program staff.
- Valid driver's license and ability to travel to scattered residential sites within the assigned market area.
