Duties

This position is located in a regional, district, or area office within one of the six (6) regional offices (RO) of the Office of Federal Contract Compliance Programs (OFCCP). The purpose of the OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government. OFCCP administers and enforces three equal employment opportunity mandates: Executive Order 11246, as amended (Executive Order); Section 503 of the Rehabilitation Act of 1973, as amended (Section 503); and the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended, 38 U.S.C. 4212 (VEVRAA). These mandates prohibit federal contractors and subcontractors from discriminating in employment based on race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or status as a protected veteran.

Major duties for this position include:

  • Assists in planning, developing and implementing the region's outreach program; Ensures outreach sessions are conducted on new agency standards, directives, and other topics of current interest, both independently and in conjunction with stakeholders (such as employer and employee organizations.
  • Identifies and maintains working relationships with public and private stakeholders (federal contractors, industry liaison groups, trade/industry associations, chamber of commerce, educational institutions, and others) to promote equal employment opportunity and the concept of voluntary compliance with OFCCP EEO regulations.
  • Provides for or personally conducts internal technical training sessions for RO and field office staff on new National Office (NO) and RO procedures, emerging industry practices and processes, legal decisions, new standards, program directives, and other subjects which impact compliance assistance results, to further strengthen and update the compliance assistance program.
  • Collaborates with the NO, other ROs, management, and other Regional Outreach/Technical Advisors to identify existing training and outreach materials and to share materials under development.
  • Conducts customer service training for individual contractor establishments.
  • Responds to public queries regarding interpretations of agency standards and policies.
  • Aids in identifying areas of intervention based on analysis of data and needs assessments; Recommends intervention strategies, program evaluation, and impact measures.
  • Promotes voluntary compliance; Keeps the public aware of changes in the equal employment opportunity rules and requirements regarding E.O. 11246, Section 503, the Americans with Disabilities Act, and VEVRAA; Makes public presentations; serves on panels in seminars, conferences, and EEO compliance meetings.
  • Conducts public demonstrations of OFCCP computer-based and/or Internet outreach materials to further public knowledge and use of materials interpreting equal employment opportunity standards and regulations; Coordinates outreach efforts for and works with first-time contractors.
  • Analyzes stakeholder requests for training/compliance assistance and designs and develops training and outreach materials to meet those needs; Presents training and/or outreach materials and evaluates the outcome of such efforts; Reports the outcomes concerning strategic customer service surveys, and the Agency Management Plan.
  • Provides technical assistance to regional managers in developing and incorporating effective leveraging strategies into compliance assistance program initiatives, ensuring that such initiatives are consistent with the agency's and region's strategic plans.
  • Plans and coordinates outreach efforts and issues, recommending actions regarding the impact of proposals on outreach activities and the development and delivery of outreach tools.
  • Represents the region at contractor meetings, seminars and workshops.
  • Fosters creative partnerships with federal contractors, linkage organizations and other federal contracting agencies, industry liaison groups, trade associations, and others interested in equal employment opportunity; Serves as a resource for such stakeholders within the region.
  • Describes and explains OFCCP national programs and policies to the general public, associations, and other agency stakeholders.

STEP 1 - Create USAJOBS Account on www.usajobs.gov, including Resume and Saved Documents Your resume must provide sufficient information to substantiate your responses to the self-assessment vacancy questions. If not, HR may amend your responses to more accurately reflect the competency indicated by resume content. FOR EACH EMPLOYMENT PERIOD, include: start/end month & year and note full-time or part-time (if part-time, include # of hours worked per week); otherwise, your application may be considered incomplete.

STEP 2 - Complete the 1st part of the application process (USAJOBS) Once you have identified a job on USAJOBS that you wish to apply for, click on the title and click the "Apply" button. For questions about the vacancy, contact the Agency Contact at the bottom of the announcement. Click "Start Application" and proceed through the 5 steps noted at the top of the USAJOBS page. You will be able to select a resume and documents from your USAJOBS Account that you can submit as a package as part of your DOL application. At Step 5, click "Continue to Agency Site".

STEP 3 - Complete the 2nd part of the application process (DOL) On the Department of Labor (DOL) page, create a DOL Account if you have not already and click "APPLY TO THIS VACANCY". Continue through the 7 progress steps indicated by circles at the top of the DOL page. The 3rd progress step is where you answer the vacancy specific questions. The 4th progress step "Documents" is where you submit required documents (only if applicable to you) specified in the "Required Documents" section of this vacancy. If you submit a document using the same document title, the 2nd submission will OVERWRITE the 1st submission.

STEP 4 - On the "Review and Submit" step, click "Submit Application" The last "Confirmation" step will turn green noting that your application was submitted successfully.

STEP 5 - Edit Application as needed by 11:59 pm ET of Closing Date by returning to USAJOBS, clicking the vacancy, then "Update Application".
