Environmental Specialist 1 or 2 (Mangrove Compliance, Outreach, and Monitoring)

Location: U.S. Highway 19 North, Building 10, Clearwater 33765

Schedule: Monday – Friday 8:00 a.m. to 5:00 p.m.

The expected salary for the Environmental Specialist 1 is $22.01 ($45,780.80) and for the Environmental Specialist 2 is $25.12 ($52,249.60).

The purpose of this position is to provide technical and scientific support and expertise to the Pinellas County Department of Public Works, Division of Environmental Management.

Key Responsibilities:

  • Conduct environmental inspections and evaluations related to mangrove trimming and alteration

  • Communicate effectively with the public regarding Mangrove Protection regulations

  • Prepare compliance correspondence and maintain accurate case files

  • Apply knowledge of coastal marine ecology and field assessment techniques

Additional Duties:

  • Support stormwater compliance efforts

  • Contribute to mangrove education and outreach programs

  • Assist with surface water, benthic, and seagrass monitoring program

What Would You Do?

  • Review mangrove trimming/alteration activities for compliance with the Mangrove Trimming and Preservation Code.

  • Assist the public and internal County staff with interpretation of environmental regulations and compliance with federal, state and local environmental laws, codes and ordinances.

  • Interact with Municipal, State, and Federal officials.

  • Respond to citizen complaints regarding violations of Mangrove Trimming and Preservation regulations and water quality matters including Stormwater Ordinance violations.

  • Coordinate with responsible property owners and contractors to obtain compliance, including generating enforcement correspondence, and potentially appear in court as a witness as related to violations of Stormwater and Mangrove Trimming and Preservation regulations.

  • Collect and maintain technical environmental data and evaluate ecological and environmental impact.

  • Perform related work as assigned or required.

What Do You Need to Have?

  • Possession and maintenance of a valid State of Florida Driver's License.

  • Assignment to work a variety of work schedules including mandatory work periods in special, emergency, and/or disaster situations.

  • Ability to swim.

Environmental Specialist 1

  • At least five (5) years of experience in the assigned field of environmental management or;

  • An Associate degree in environmental science, biology, ecology, or related field and three (3) years of experience in the assigned field of environmental management or;

  • A Bachelor’s degree in environmental science, biology, ecology, or related field and one (1) year of experience in the assigned field of environmental management or;

  • An equivalent combination of education, training, and/or experience.

Environmental Specialist 2

  • At least six (6) years of experience in the assigned field of environmental management or;

  • An Associate degree in environmental science, biology, ecology, or related field and four (4) years of experience in the assigned field of environmental management or;

  • A Bachelor’s degree in environmental science, biology, ecology, or related field and two (2) years of experience in the assigned field of environmental management or;

  • An equivalent combination of education, training, and/or experience.

Highly Desirable

  • Knowledge of local, state, and federal environmental laws, rules and regulations.

  • Knowledge of coastal marine ecology and field assessment techniques, including the ability to work in the water.

  • Working knowledge of ESRI Geographical Information Systems (GIS).

  • Working experience with Accela Civic Platform

  • Ability to trailer and operate small watercraft.
