The City of San José - San José Mineta International Airport (Airport) is recruiting for an Environmental Program Manager (EPM)in the Planning and Development Division. The EPM is responsible for the general oversight and management of the environmental compliance programs including hazardous waste, hazardous materials, aboveground storage tanks, underground storage tanks, air quality, garbage & recycling, and storm water. In addition to compliance programs, the EPM is responsible for the development and implementation of all sustainability programs and initiatives at the Airport related to the reduction of greenhouse gas emissions, conservation of resources, building resilience & adaptability, stakeholder engagement, and fostering health & wellness for the surrounding environment, as outlined in the Airport’s Sustainability Management Plan. The EPM will also be tasked with leading special projects, such as the upcoming Solar & Battery Storage RFP and the potential for future development of a regional stormwater treatment system in the Guadalupe Gardens.
The EPM has two direct reports, one Environmental Services Specialist (ESS) that conducts the day-to-day routine activities and inspections related to the compliance programs, and another ESS that assists with the implementation, data collection, and research related to sustainability programs.
The EPM position is essential to the Airport, since the EPM serves as the Airport’s compliance officer, sustainability officer, and inter-agency liaison for all environmental compliance and sustainability initiatives at SJC. In addition to the routine environmental compliance and sustainability programs. The EPM oversees work related to all environmental site assessments for new & redevelopment projects and contamination remediation activities. The EPM is also responsible for developing and managing the Environmental Section’s operating budget and open purchase orders.
The successful candidate must demonstrate excellent communication skills, strong management and leadership skills, the ability to gain the support of other agencies and departments in pursuit of the Airport's environmental goals, and should have extensive technical and regulatory experience related to facility environmental programs.
Key responsibilities, duties and attributes include:
-Serve as a technical resource for staff and the Airport organization; provide support cognizant of Airport and City goals, objectives, policies and procedures.
-Represent the Airport to other City departments and organizations, participating in work groups and teams as necessary.
-Represent the Airport to outside agencies and organizations, and participate in professional organizations, providing support and assistance reflective of the Airport's and City's concerns and interests.
-Establish procedures and policies for environmental programs in collaboration with stakeholders, and while recognizing and supporting City and Airport priorities and needs.
-Provide management, oversight and coordination of environmental program activities.
-Stay abreast of new and forthcoming environmental regulations, interpreting impacts and requirements, and ensuring distribution of guidance and procedures to appropriate stakeholders.
-Develop and provide training to appropriate stakeholders and tenants.
-Manage and oversee the preparation of environmental budgets, schedules and costs estimates.
-Develop environmental work implementation and contracting strategies; manage the contract procurement process with appropriate stakeholders.
-Provide environmental support and consultation for Airport projects such as the Capital Improvement Program projects, Airport Development projects and Tenant projects.
-Research and provide technical and administrative reports; prepare written correspondence for Airport Senior Management, City Council, Commissions, and other entities upon request.
-Promote and maintain positive working relationships with co-workers, other Airport and City employees, regulators, other organizations, and the public in general.
-Stay abreast of environmental grant opportunities, and prepare applications and required documentation for grants approved for submission.
Salary Information:
The Salary Range for Environmental Program Manager is: $139,077.12 - $174,174.00
The actual salary shall be determined by the final candidate’s qualifications and experience. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay.

An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.)Education and ExperienceA Bachelor’s degree from an accredited college or university with major course work in environmental sciences, public or business administration, or a closely related field, AND five (5) years of increasingly responsible experience in overseeing and administering environmental programs, including two (2) years of supervisory experience.Employment Eligibility: Federal law requires all employees to provide verification of their eligibility to work in this country.
