The Data Governance Analytics & Privacy Division manages an enterprise data strategy, focused on the awareness of compliance to manage risk, in a proactive, disciplined manner; considers people, process, and technology, balanced with the development, implementation, and monitoring of standards in order to ‘bring data to the business’ that will provide for increased opportunities to conduct evidence informed decision making.

This position will provide an enterprise-level role that develops and manages the agency’s enterprise analytics program and associated standards, procedures, and policies. Further, in support of the businesses within the agency, this position will develop analytical data products and dashboards and mentor the business in learning to ask for information that can tell the agency’s story in reporting. This position will have primary responsibilities and authority to establish the enterprise data analytics and literacy environment, technology/project configuration and contract parameters, policies and procedures, governance, implementation activities, reporting and metrics for WSP’s data analytics program. This position reports to the Chief Data Officer.

Our new teammate will be able to:

  • Develop and maintain WSP data analytics and literacy policies and procedures to advance WSP's competency in data analysis internally/externally, across all work streams and all stages of the data lifecycle.
  • Collaborate cross-functionally with business, technical, and data teams as well as other internal stakeholders to gather and translate requirements into actionable, testable, and measurable stories with clear acceptance criteria.
  • Establish a deep understanding of agency IT and Network architecture, particularly activities and infrastructure that effects the ability to conduct broad enterprise analytics goals.
  • Develop a working knowledge of multiple business work processes and workflows, so that mentorship and recommendations can be provided to teach the business what to ask for in data reporting.
  • Develop dashboards, reports, and implement leadership and staff adoption of data products.
  • Participate in the agency Data Governance Council.
  • Conduct general continuous high-level awareness and communications.
  • Educate agency staff by designing and delivering specific and targeted data analytics and literacy training.
  • Communicate with legislature, stakeholders, and the public on WSP data analysis practices.
  • Build relationships and collaborate with external stakeholders and partners.
  • Deliver business - focused reports prioritizing Field Operations and Office of Professional Standards first.
  • Collaborate with governance, risk, and security teams.
  • Advance agency competencies in data quality, data standards, data searching/access, data sharing and data retention to enhance data operations across all employees and business lines.
  • Lead the work to develop an enterprise strategic data analysis framework and integrated standards into WSP systems.
  • Develop and manage data analysis standards and work with business lines and IT to implement standards across associated business processes and technologies.
  • Research, review, and coordinate with stakeholders across the agency to improve the Central Reporting.
  • Leverage technology to standardize analytical policies and procedures.
  • Continually assess WSP's data analysis related requirements and potential vulnerabilities.
  • Conduct internal and external ecosystem data management assessment.
  • Collaborate with the Data Privacy manager/Chief Data Officer to ensure WSP maintains the appropriate privacy and confidentiality procedures within it's data analysis and literacy program.
  • Within WSP's data analysis and literacy program, ensure data-sharing/compliance policies and activities comply with federal and state laws regarding access to, sharing, and handling of confidential data.
  • Serve as business advisor to the Information Technology and Electronic Services Divisions.
Required Qualifications:
  • Bachelor's degree from an accredited institution in computer science, information systems, data management, mathematics, data analytics, data engineering/science, or a related field ANDTwo (2)+ years' experience.
  • Six (6) years of increasingly responsible experience in business and data analytics, data engineering, or data science.
  • Three (3) years demonstrated high-level ability to use relational database tools such as Power BI, MSSQL and an intermediate level of coding language knowledge, such as Python, must have the ability to train others on the most effective use of BI tools.
  • Two (2) years' familiarity with metadata, master and reference data, and other data management concepts, including the use and maintenance data dictionary tools.
