Summary of the position:
BEPC is seeking a highly motivated Enterprise Architect 3 to join our client’s site in Austin, Texas. This role will support the leadership, strategy, architecture, operations, modernization, and continuous improvement of large-scale enterprise ERP systems and supporting technologies. The position provides technical leadership for enterprise architecture, technology operations, cloud and digital transformation initiatives, vendor management, IT governance, security compliance, production support, reporting frameworks, and enterprise technology roadmaps supporting statewide systems and multi-agency environments.
Summary of Duties and Responsibilities:
- Lead the CAPPS Technology Operations team and provide overall technical leadership for enterprise ERP systems and supporting technologies.
- Develop and maintain strategic technology roadmaps aligned with business objectives and long-term modernization goals.
- Oversee enterprise architecture, technology standards, governance, and best practices across multiple systems and environments.
- Manage and coordinate technology operations, production support, deployments, upgrades, and system maintenance activities.
- Lead cloud, digital transformation, and modernization initiatives, ensuring scalability, security, and operational efficiency.
- Direct technical project management efforts for large-scale ERP and enterprise application initiatives.
- Manage outsourced technical teams, managed service providers, and vendor relationships to ensure contractual and performance expectations are met.
- Provide executive-level reporting, presentations, recommendations, and strategic guidance to leadership.
- Oversee IT Service Desk operations and ensure adherence to ITIL-based service management practices.
- Ensure compliance with IT security standards, controls, policies, and regulatory requirements.
- Support Software Development Life Cycle (SDLC) processes, including planning, design, development, testing, deployment, and maintenance.
- Lead data integration, data quality, reporting, and enterprise information management initiatives.
- Establish and maintain reporting frameworks that support multi-tenant environments and agency self-service reporting capabilities.
- Coordinate production and deployment activities for enterprise systems serving more than 100 agencies.
- Evaluate emerging technologies and recommend solutions to improve system performance, reliability, and business outcomes.
- Develop technical specifications and support technology procurement activities when needed.
- Collaborate with business stakeholders, technical teams, and executive leadership to gather requirements and deliver strategic technology solutions.
- Ensure accessibility, operational excellence, and continuous improvement across enterprise technology platforms.
Main Qualifications:
- Education: Bachelor’s degree in related field.
- 20+ years of experience supporting Texas state government agencies.
- 20+ years of experience providing technical support for CPA application systems.
- 20+ years of experience developing and managing enterprise technology roadmaps and strategic initiatives.
- 10+ years of experience leading technical teams and Managed Services providers.
- 10+ years of experience delivering executive-level presentations and communications.
- 10+ years of experience managing technical projects supporting the CAPPS program.
- 10+ years of experience managing vendors and enforcing contractual requirements.
- 10+ years of experience with data integration, data quality, and SDLC methodologies.
- 10+ years of experience with IT security and control practices.
- 10+ years of experience with PeopleSoft FSCM or HCM 9.2.
- 10+ years of experience with PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, and Application Engine.
- 10+ years of experience with Oracle 11 or higher.
- 10+ years of experience supporting CAPPS production environments serving 100+ agencies and 5 hub instances.
- 10+ years of experience with IT Service Desk operations and ITIL methodologies.
- 5+ years of experience designing and maintaining enterprise reporting frameworks supporting 100+ agencies.
- 5+ years of experience with multi-tenant reporting environments and agency self-service reporting.
Preferred Qualifications:
- 20+ years of experience with software and hardware management best practices.
- 20+ years of experience supporting legacy Statewide Financial Systems production environments.
- 10+ years of experience developing technical specifications for IT procurements.
- Experience leading enterprise architecture and technology governance initiatives.
- Experience with cloud migration, modernization, and digital transformation programs.
- Experience with WCAG 2.1 accessibility compliance.
- Knowledge of Agile, SDLC, ITIL, and information security frameworks such as NIST.
- Strong Oracle PeopleSoft functional and technical expertise.
- Strong written, verbal, and interpersonal communication skills.
- Experience gathering business requirements for large-scale projects.
- Ability to work independently in remote and hybrid team environments.
- Strong problem-solving, analytical, and multitasking skills.
