The overall function of this position is to coordinate railroad at-grade crossing construction and safety projects between the railroad companies and DOTD. This incumbent will also be required to conduct various duties for the Department to aid in its defense of litigation. The position is located in the Operations' section of the Department of Transportation and Development, and reports directly to the Assistant District Administrator of Operations.
Incumbent must be self-motivated and be able to perform duties independently with little to no supervision on a daily basis. The incumbent is expected to exercise a high degree of independent judgment and initiative in determining the approach/action to take in non-routine situations that may arise. This position must possess an extensive knowledge of DOTD procurement and accounting policies and procedures in accordance with Louisiana and Federal guidelines, and DOTD Business Services and Procedures Manual, to report and document all accounting activities accomplished. Incumbent participates in DOTD structured training programs as appropriate and attends all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations,as well as DOTD policies, procedures,manuals,and directives.

Job Duties:
Coordinates all DOTD maintenance, construction, and traffic operations activities on, or near, highway railroad crossings in District 08 to ensure that all appurtenant Federal Rail Safety Standards and each railroad company's requirements are in place and followed.
Required to have specialized knowledge of the federally mandated LA DOTD Railroad Safety Inventory System (RSIS) and serves as a liaison to communicate and coordinate design, construction, traffic, and operations matters concerning highway/rail construction and safety projects between the Departments.
Inspects, all district-wide, public highway/rail crossings to determine condition of roadway approaches, sight-clearance, track and surface crossing conditions, and crossing signals and signage.
Must conduct detailed investigations of all fatal accidents, all accidents involving serious injury, all accidents causing damage to state property, and all road hazard claims for the 2,610 miles of highway contained in Louisiana DOTD District 08.
Collaborates with attorneys, investigators, Risk Management, the Attorney General's Office, and law enforcement; responds to discovery requests, participates in depositions, and may testify in court.
Serves as liaison between DOTD and the Railroads, Class 1 Railroads and Short Line Railroads in District 08.
Attends and participates in public meetings with off-system railroad crossings owners and elected officials.
Incumbent is required to possess and maintain a valid Louisiana Driver's License.
Knowledgeable in the safe operation of a pickup truck and a passenger vehicle.
Utilize a cell phone, computer, and Email to facilitate communications.
Use measuring devices (i.e., tapes, distance wheels, level rods, etc.), cameras, microfilm machines, copy devices, and other devices that may be required for the completion of assignments.
