Performs advanced professional level engineering and/or architectural work, which may include supervisory responsibility, with considerable independence butunder general supervision from an administrative or technical superior. Work includes reviewing complex engineering and/or architectural plans, resolving difficult design analysis, acting as project manager for large scale projects, and preparing planning and engineering documents. Work at this level is distinguished by unique engineering analysis and expertise in areas such as mechanical, electrical or structural engineering; in depth architectural experience in the development, design and construction of institutional building types such as libraries, community centers, police and fire stations, etc.

Acts as project engineer/project manager or program manager for complex water and sewer capital projects involving water transmission and distribution systems, interceptor and collector sewers, water and wastewater pumping stations, water storage facilities, and wastewater treatment plant facilities. Responsible for project budget and scheduling; including work plan development, consultant selection, negotiations of scope of services, man-hour projections and contract preparations for each assigned capital project. As program manager this individual manages a group of related projects and other works in a coordinated way to obtain benefits/achieve results and control not available from managing them individually; thereby simultaneously directing multiple project teams in planning and designing systems and providing customer support to ensure program-related activities are effectively planned, coordinated and executed. Duties may include directing lower-level engineer’s complimentary work on capital projects and programs.
Has primary responsibility for review, and coordination of reviews by other stakeholders, of consultant reports, plans, and specifications to ensure technical adequacy and conformance with County design standards, applicable codes and state and local regulatory requirements for assigned projects. Responsible for coordinating meetings, designs and construction with internal and external stakeholders, architects, engineers, contractors, land developers, adjacent municipalities, and the public to inform, resolve issues, and build necessary support related to project assignments.
Coordinates multiple projects by applying professional level design and construction engineering and management knowledge and experience; schedules and monitors projects to ensure successful completion and closeout. Prepares and reviews budgets and cost estimates; monitors and manages fiscal status of assigned projects throughout the project life cycle. Practices cost control to minimize total cost to the County of capital projects and negotiates project costs and change condition cost with the County’s consultants and Contractors. Forecasts future budgetary needs to assist with the Department's financial planning process and CIP development.
Manages the construction phase of assigned projects; coordinates activities of different County agencies, engineers, contractors, developers and other relevant parties in all phases of assigned projects.
Other duties may include the preparation of reports, evaluations and comments on the impact of legislation; development plan reviews; and other matters that impact the department; caring out special or complex engineering assignments and submits recommendations for alternative actions and solutions to supervisor.
Performs engineering studies and analysis, with the capability to utilize calculation tools, software and computer models, to ensure that water and sewer system facilities and appurtenances are properly sized, properly constructed, correctly operated, and adequately maintained; assures that new facilities and equipment meet operational requirements and specifications; assist in the formulation and development of water and sewer system master planning, including methodologies and procedures for capital, operational and maintenance programs; performs peer reviews of preliminary and final submissions of plans, drawings and specifications for new facilities for operational integrity and maintainability as assigned.
Represents the department at public hearings, meetings and conferences as assigned; maintains liaison with contractors, consultants and representatives of County, State, Regional and federal agencies; answers public inquiries, receives and acts on citizen complaints and suggestions.
SUPERVISORY RESPONSIBILITIES:Acts in the capacity of Chief, Utility Design Division with the authority and responsibilities of the position during the absence of the Division's Engineering Manager I. Assists in planning, assigning, and reviewing the work of lower level professional and technical personnel engaged in a variety of engineering tasks. Assists in the training, selection, and development of new and/or lower level professional and technical personnel.
Bachelor's Degree in Engineering and four (4) years related experience.While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Registered Professional Engineer in the State of Maryland.
Valid Class C Driver's License.
