The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of ENGINEERING MANAGER - WATER RESOURCES & PLANNING (Non-Classified) to fill one (1) vacancy in the Water Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Under general direction, the ENGINEERING MANAGER - WATER RESOURCES & PLANNING isto plan, assign, supervise and manage professional engineering work as the manager of multiple engineering sections. The incumbent is to develop and administer policies and programs and to do related work as required.
For positions indicating a salary range from 1N – 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.

*This position is designated as non-classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.Typical duties may include, but are not limited to, the following:

  • Develop and participate in the implementation of goals, objectives, policies and procedures.
  • Set project priorities and monitor progress.
  • Supervise and participate in the preparation and administration of programs.
  • Supervise and participate in the preparation of special engineering studies and reports.
  • Coordinate related water resource and engineering activities with other City departments, divisions, and sections and with outside agencies.
  • Prepare and administer multi-year budgets.
  • Manage the preparation and prioritization of multi-year Capital Improvement Programs.
  • Select, supervise, train, and evaluate professional and technical subordinates.
  • Manage the development of plans and estimates for construction and major repair of water supply, treatment and distribution systems.
  • Manage the development of professional contracts with consultants and other utilities agencies; monitor the implementation of such contracts.
  • Manage various engineering and other professional disciplines and functions in accordance with standard water utility practices.
  • Review and approve engineering drawings, work orders, and purchase orders.
  • Serve as a representative to a variety of City commissions, boards and committees on water utility matters.
  • Direct and manage technology development and support as it relates to water.
  • Serve as Acting Utilities Assistant General Manager / Water Delivery or City Engineer, as required.

Education:
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering or related field. A Master's Degree or post-graduate courses related to water utility engineering and/or management is highly desirable.Experience:
Five years of experience in professional engineering work including management level responsibilities in a water utility agency.

Necessary Requirements:
  • Registration in California as a Professional Civil Engineer or related field.

Highly Desired Qualifications:
  • Possession of a Grade 2 or higher certificate in water distribution or treatment.

  • Strategic Water Planning
