Job Description:
Performs advanced and/or managerial (senior-level) engineering and oversight work, directly accountable for providing mechanical, electrical and plumbing (MEP) technical engineering work and reviews of engineering plans and specifications provided by contracted engineers. Represents the HHSC Maintenance and Construction Department on MEP matters to contracted engineers, contracted and staff architects, facility maintenance staff, other technical team members, and facility and HHSC leadership and management. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJF)
Reviews blueprints, schematic drawings, and specifications of building mechancial, electrical and plumbing systems provided by contracted engineers on HSCS construction projects to ensure they comply with buillding codes and are consistent in design with HSCS current systems. Sends comments for corrections and design adjustments to the providing engineer. 20%
Provide a technical review and analysis of designs, specifications, materials, or construction methods for acceptability to architects, engineers, building and mechanical contractors, HSCS staff both at state office and at facilities. These reviews are to ensure system operability of mechanical, electrical, plumbing (MEP) and heating, ventalation and air conditioning (HVAC) systems once they become installated as a part of a project. 15%
Reviews engineering proposals for potential work provided by contracted engineers to ensure complete and appropriate scope and that the cost of work provided is appropriate.15%
Assist facility maintenance teams in addressing MEP/HVAC systems that have failed or are not performing to determine best solution; review system repair and/or replacement plans, providing technical recommendations. 15%
Conducts field visits, surveys, and inspections at facilities of new installations, repair/replacement MEP/HVAC systems and of existing system to determine whether systems are installed and performing as designed/expected. 15%
Monitor contracted engineer's performance and compliance, evaluate deliverables, review billing documentation, and/or prepare and deliver vendor performance tracking information to contracting staff 10%
Prepares, modifies, reviews, and/or submits engineering and construction designs, plans,
specifications, and estimates. 10%
Knowledge, Skills and Abilities
Knowledge of engineering principles, practices, techniques, and procedures; applicable laws, regulations, and rules; and mathematics.
Skill in the use of computer-aided design techniques and computerized design, evaluation, and analysis tools; in comprehending technical material; in implementation planning; in identifying problems and causes; and in the use of logic to assess options.

Licensure, Certification or Registration
Must be licensed as a Professional Engineer by the State of Texas.
Initial Screening Criteria:� �
1.� � � � � � � � Active and valid state of Texas Engineering license issued by the Texas Board of Professional Engineers and Land Surveyors.
2.� � � � � � � � Minimum of five years of experience acting as a professional engineer. Prefer experience doing mechanical, electric, or plumbing (MEP) engineering.
3.� � � � � � � � Graduation from an accredited four-year college or university with major coursework in engineering or a related field.
4.� � � � � � � � Experience in designing projects local, state, and federal, healthcare, or non-profits is preferred.
5.� � � � � � � � Experience providing peer review of MEP engineering plans is preferred.
Additional Information
Mobile Work: This position will be responsible for providing engineering support to new construction and renovation projects across the state of Texas, potential assignment headquarters may be designated at a construction job site or in Austin at the State Office. This position may have an opportunity for mobile work part-time. The candidate will attend new employee orientation and manage administrative functions through their designated headquarters or in Austin. There is no guarantee of permanent mobile work, employees must meet eligibility requirements in accordance with agency policy, and any mobile work options are subject to change. A mobile work employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
