THIS IS AN INTERNAL POSTING ONLY OPEN TO CURRENT FULL TIME PLANTATION FIRE DEPARTMENT EMPLOYEES.

This is an exempt position, which is responsible for top level administrative work. This position entails planning, direction and administration of the EMS Division, including the direct management of subordinate personnel.

The employee in this classification must utilize considerable independent judgment, must have the ability to interpret Policies, Procedures, and Medical Protocols, and be capable of setting direction through effective planning and through set goals and objectives.

An employee in this position assist the Fire Chief in budget preparation, reviews supervisors reports of injury, workman's compensation reports, and other documents and reports as necessary.

Direct responsibilities include long range research and planning, as well as operational analysis over not just the assigned division, but as part of staff for the entire department.

A member in this position must maintain the trust and confidence of the organization and the Fire Chief. This employee answers directly to the Deputy Chief of Operations. The incumbent is this position is a covered employee according to the Broward County Ethics Law.

Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Maintains a leadership role within the Fire Department while exhibiting attributes to include self-motivation, attention to detail, and superb organization skills while administering all aspects of the EMS program within the Department.

Provides direction to Fire Department personnel in the administration of the EMS Division, along with related training. May supervise employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained and developed, and making hiring, disciplinary, and termination recommendations. Mentors and directs the activities and work of subordinates within the Rescue Division.

Develops and implements continuous quality improvement (CQI) programs by reviewing and analyzing EMS effectiveness, system trends, and needs, in an effort to ensure EMS system excellence.

Assists in researching and developing policies and procedures, to include analyzing, drafting, coordinating preparation and implementation.

Advances the Department through appropriate training by planning, preparing and presenting EMS educational programs with objectives and content which ensures compliance with State and Department programs and requirements.

Manages fire department ambulance licensure requirements and other related certifications in accordance with State, County, and local requirements and maintains records related to certifications.

Continuously analyzes deployment of EMS resources and makes recommendations for any system modifications to enhance response.

Ensures all medical equipment on ambulances and fire apparatus are appropriate and in good working order and that medical supplies are at an appropriate inventory level.

Knows, understands and appropriately updates the EMS operational plan with the State of Florida.

Oversees the Rescue Battalion Chief’s in the management of the day-to-day operations of EMS. Assist with day-to-day maintenance, upkeep, and repair of EMS units and equipment.

Acts as the Department’s Health and Safety Officer, Compliance Officer, and Infectious Control Officer.

Oversees and manages the Department’s Safety Program, Infectious Control Program, and Risk Reduction program.
Oversees and manages a variety of reports related to EMS and fire department operations to include the electronic Patient Care Report.

Coordinates and oversees initial and refresher EMS training as required by policy, protocol, and licensure. Ensures that members are properly licensed and credentialed within the medical field.

Performs duties of HIPPA Compliance Officer, Privacy Act Officer, and Infection Control program administrator.

Manages and oversees the Rescue / Station disinfection program
Acts as liaison between the Plantation Fire Department and ambulance billing vendor serving as the Department’s subject matter expert for the City of Plantation.

Integrates health and safety plans, policies and procedures into daily work activities; ability to conduct initial accident and incident investigations.

Acts as the liaison between the contracted Medical Director and Plantation Fire Department for Continuous Quality Improvement, Quality Assurance, and licensure of personnel.

Serves as a liaison for EMS-related issues with State and Local regulatory agencies, as well as hospital leadership and personnel, other EMS and fire agencies, medical equipment suppliers, training centers, citizens, and other agencies/individuals associated with pre-hospital care. Develops and maintains effective working relations, information sharing/dissemination, conflict resolution, and compliance with applicable regulations and policies.

Participates on appropriate committees as a representative for the Plantation Fire Department to ensure the Department’s interests are represented, or to advance the Department.

Provides guidance for specialty transport, multi-casualty response, and special events.

Assists with vehicle and equipment procurement within budgetary guidelines
Monitors and evaluates division expenditures, which includes: recommendation of budget items; evaluating past fiscal spending; anticipating future spending; and, performing other budget related activities.

Works with the city Risk Management department, on several city wide safety and health initiatives.

Deals with public inquiries and concerns according to policy and procedure. Provides emergency medical services education to city employees and public as needed.

Researches and identifies grant opportunities in the area of EMS and be able to persuasively communicate the Plantation Fire Department’s mission in developing, writing and submitting grant proposals to third-party entities.

Assists in preparing plans that outline operating procedures to be used in response to disasters/emergencies.

Manages the fire department’s Hazardous Communication program.
Perform duties of a shift commander as needed.

Performs various other duties as assigned.

REQUIRED TRAINING AND EXPERIENCE FOR ALL CANDIDATES
Any combination of education and experience equivalent to graduation from an accredited four-year college or university with a Bachelor's Degree in EMS, Safety, or a closely related field.

Eight years of progressively responsible experience that provided knowledge and success in emergency medical operations – five of which have been at the Level of Battalion Chief.

State of Florida EMS Instructor certification – Level A and B

National Incident Management System (NIMS) certifications in ICS-700, 100, 200, 300 (or the ability to obtain), 400 (or the ability to obtain)

Florida State Paramedic certified

Advanced Cardiac Life Support Instructor Certification (ACLS)

Basic Life Support Instructor Certification (BLS)

Pediatric Life Support Instructor Certification (PALS)

Possession of a valid Driver's License with the ability to legally operate a motor vehicle within the State of Florida.

Health and Safety Officer Certification – State of Florida (or the ability to obtain).

Safety Officer Certification – State of Florida (or the ability to obtain).
