About This Position:

This is an UNCLASSIFIED position responsible for facilitating the development, review, and updates of emergency plans within the DOTD Emergency Operations Section. The incumbent will actively contribute to the ongoing enhancement of preparedness measures, ensuring the organization's ability to respond effectively to various emergency scenarios. Acts as alternate Emergency Support Function-1 Lead Coordinator.

Preference will be given to applicants experienced with disaster/emergency response and the development of emergency plans and standard operating procedures.

  • Working in an emergency operations center
  • Must possess a valid Louisiana driver’s license.
  • Outstanding organizational and communication skills
  • Certifications in FEMA IS 100, IS 200, IS 700, IS 800, ICS 300 and ICS 400 courses
  • 5 years Emergency Management Experience
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

This job requires unique qualifications involving disaster/emergency response management experience, experience working in an emergency operations center. Disaster/emergency response planning experience and experience developing and maintaining operational plans and procedures. Availability for overnight travel, on call 24/7 and able to work 12 hour shifts for extended periods during emergencies. Understanding of FEMA's and GOHSEP's processes related to disaster/emergency response and recovery. Familiarity with and experience in the Incident Command System. Must possess outstanding organizational and communications skills and have competent working knowledge of Microsoft Office and Excel software programs/applications.

This position requires independent judgment, strong coordination and communication skills, and the ability to manage multiple high-priority assignments in a fast-paced environment. The incumbent must be able to work effectively with internal staff, external agencies, and leadership while supporting emergency preparedness and response efforts. This position also requires flexibility, sound decision-making, and the ability to respond quickly and effectively during emergency and disaster situations to ensure continuity of operations and mission readiness.Job Duties:
  • Assists the Director, ESF-1 Lead, and ESF-3 Coordinators in the development, review, and annual update of Continuity of Operations (COOP) and Emergency Operations Plans (EOP), including related procedures, policies, and supporting documentation.
  • Supports ESF-1 operations by assisting with transportation emergency planning, training development, interagency coordination, and collaboration with local, state, and federal partners on transportation-related emergency response activities.
  • Coordinates and supports procurement and administrative functions related to emergency operations, including contracts, RFPs, MOUs, resource staging, transportation agreements, and vendor coordination.
  • Participates in emergency preparedness and response activities, including training, exercises, after-action reviews, corrective action tracking, 24/7 on-call emergency support, and representation of the Department in meetings, conferences, and disaster operations.
