This position is within the Indian River County Emergency Management (EM) Division and shall directly assist and answer to the Chief of Emergency Management regarding the program’s activities and goals. The EM Coordinator shall oversee and participate in the fulfillment of all mission areas, which includes (but is not limited to): Radiological Emergency Preparedness (REP), Prevention, Protection, Mitigation, Response and Recovery from any disaster which threatens or impacts our community.
- Oversee and participate in emergency planning, and perform goals and objectives, which directly enhance the County’s customer service levels. Support objectives that comply with applicable County, state, and federal regulations, statues, ordinances, and policies.
- Directly manage the REP Program, which includes budgetary processes. Participate in all Regional and other REP Task Force functions.
- Assist the EM Chief with monitoring and evaluating the performance of all emergency management functions. This includes identifying gaps, shortcomings, improvement opportunities, and accomplishments. Implement changes in work plans, priorities, and resource allocation, which improves the EM Division’s performance.
- Supervise and assist EM personnel with their assignments/roles during normal operations, and throughout all disaster types as guided by the EM Chief.
- Assist the EM Chief with overseeing the County’s Comprehensive Emergency Management Plan (CEMP) and other Divisional plan maintenance.
- Assist the EM Chief throughout all emergency/disaster phases and may serve as an on-scene Department representative as needed. Such emergency/disasters may involve: inclement weather, fire incidents, natural or man-made disasters, search and rescue operations, WMD incidents, hazardous material releases, radiological events, airport/aircraft incidents, train/railway incidents, health pandemics, coastal emergencies, and social protest/disorder.
- May perform work from within the Emergency Operations Center (EOC), at incident scenes, or from mobile command vehicles.
- May guide and assist municipal, county, state, and federal agencies (including Emergency Support Functions).
- May prepare Agenda items for the Board of County Commissioner review.
- Facilitate or participate in incident reviews, debriefings, and damage assessments as instructed by the EM Chief. May complete applicable After-Action Reports and Improvement Planning processes.
- Maintain the EM Division’s compliance with the National Incident Management System.
- Assist the EM Chief with coordinating programs/activities associated with preparation for, response to, and recovery from natural or man-made disasters or emergencies, which affect the lives and property of our citizens.
- May receive safety advisories, interpret maps, review storm surge/flooding computer modeling, GIS data, and interpret weather forecasts. May disseminate public safety and social media alerts for threats/hazards to the public.
- Maintain current knowledge of emergency management strategies and applicable codes, ordinances and laws/regulations. Reads professional literature; maintains and creates professional affiliations.
- Assists the EM Chief with developing plans, and conducts/participates in both internal and external multi-agency emergency exercises that support community preparedness.
- Develop/maintain collaborative, responsive, and effective relationships with all stake/shareholders throughout the region and industry. These relationships are critical for the community’s overall safety and resilience.
- May hold a position assignment within an Incident Command System or an Area Command Structure as deemed necessary by the Emergency Services (ES) Director.
- Identify fiscal priorities for the EM Division and prepare/submit annual budgets. Monitors the EM Division’s operational expenditures for fiscal compliance.
- May assist the EM Chief with developing grant proposals and prepare grant applications for program funding assistance; administers and monitors grant funded programs; supervises grant financial accountability and oversees preparation of grant reporting; ensures compliance with the deliverables and terms of a grant.
- Assists the EM Chief with overseeing the Local Mitigation Strategy (LMS) Workgroup and with threat/hazard analysis.
- May serve as a Recovery Workgroup Manager or within a Long-Term Recovery Group after a disaster.
- May serve as a sUAS (Small Unmanned Aerial System-Drone) coordinator
- Assists the EM Chief with county records including personnel management, equipment, supplies, and other county or grant purchased items; review documents processed by subordinates; provide technical assistance as needed.
- May be on call during non-business hours and regularly work various shifts including weekends, and/or holidays as deemed necessary by the ES Director. May oversee an EM Duty Officer (on call) program.
- May perform Public Information Officer duties as deemed necessary by the ES Director, EM Chief, or County Administration. This includes speaking with the media and presenting public safety topics for community organizations.
- Ensure that the EM Division’s vehicles are properly maintained.
- Will be required to work non-scheduled days and hours during an emergency or disaster.
- Performs all other duties as required by the EM Chief or ES Director.
Education/Experience:
Bachelor’s degree in Emergency Management Services, Public/Business Administration, or another related field plus three years of progressive responsible managerial experience in the public safety industry with emphasis on disaster preparedness, emergency management, or other related field preferably within a state, local, or county government.
An equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be taken into consideration.
Considerable command experience in emergency planning, preparedness, and response is highly desired.
Licenses, Certifications, or Registrations:
- Must possess and maintain a valid Florida Driver’s License and operate/maintain county vehicles in a safe/responsible manner.
Knowledge, Abilities, and Skills:
Knowledge of administrative and management concepts and practices as well as financial and budget matters.
Thorough knowledge of Emergency Management practices, which support the National Preparedness Goal, and enhance the mission areas of Prevention, Protection, Mitigation, Response, and Recovery.
The ability to interact professionally and efficiently with the media, public, and all stake/shareholders.
The ability to maintain an efficient organization.
The ability to work in a team setting and foster a positive environment throughout the Department.
The ability to react promptly during emergency situations and exercise sound judgment through critical thinking. This includes the capability of making critical decisions and maintaining composure in a high stress environment.
The ability to communicate effectively, both orally and in writing.
Ability to remain on duty for the duration of emergency situations or operations as necessary. This includes being away from home for long periods.
The ability to serve as an Acting Chief of Emergency Management/when the EM Chief is not available.
ENVIRONMENTAL CONDITIONS:
Work is generally performed within an office environment. However, the Emergency Management Coordinator must be prepared to respond to a variety of disasters and work in adverse conditions. This includes having knowledge of appropriate personal protective equipment and identifying threats/hazards to enhance safety for staff and support personnel.
