PLUS PAY DIFFERENTIAL
DEFINITION
This is work involving the interviewing of customers to determine eligibility for applicant
seeking cash, food stamp and ECAP assistance. An employee in this class receives
supervision from a higher-level officer, who assigns various duties. The employee is
allowed to work independently upon receipt of caseloads. Work is reviewed for
compliance in accordance with established rules, regulations and procedures.
DUTIES (NOT ALL INCLUSIVE)
Interviews customers to collect and update personal data for initial and ongoing cases to
determine eligibility for public assistance; makes referrals to other government agencies
as requested.
Records and verifies personal and financial data obtained from customers to determine
initial or continuing eligibility and for accuracy and truthfulness; makes photo copies of
documents obtained and inserts in customers files.
Enters information into the computer, using CARIBS SYSTEM, to determine eligibility
of customers. .
Interfaces with federal and local agencies such as paternity, federal and local housing,
Social Security, etc., in order to determine eligibility.
Prepares regular and special reports as required and submits individual recommendations
for consideration by the supervisor. Prepares narrative of information received from
customers to explain what occurred during the interview. Maintains a monthly log of all
customers seen for future reference.
Attends monthly staff meetings, bi-weekly RAP sessions, training sessions, regularly and
annual conferences to remain current and up-to-date on all policies, rules, regulations,
etc.
Explains and justifies decisions on cases upon request of supervisor's reviews and quality
findings and/or Puerto Rico agencies, so that cases can be resolved. Prepares claims and
restoration forms and submits to the appropriate agencies for necessary action.
Performs other related work as required.
MINIMUM QUALIFICATIONS
An Associate of Arts degree in Business Administration or closely related field, OR:
Two (2) years as an Eligibility Specialist 1. OR:
Two (2) years as an Eligibility Information Clerk 1.

Knowledge of rules and regulations governing social programs such as Food Stamp,
Medicare, Medical Assistance, etc.
Knowledge of computer applications.
Ability to make basic mathematical computations.
FACTOR 2 - SUPERVISORY CONTROL
Work is assigned by the supervisor on a daily basis. Employee is allowed to work
independently upon receipt of caseloads.
FACTOR 3 - GUIDELINES
Manuals for federal and local social programs, departmental rules, regulations and
procedures dealing with public assistance programs.
FACTOR 4 - COMPLEXITY
Work is recurring in nature. Employee performs tasks requiring general knowledge of
relevant policies, methods and procedures.
FACTOR 5 - SCOPE AND EFFECT
To provide assistance to individuals and families served by social and public assistance
programs and to help identify needs that are related to services the agency can provide.
To ensure all customers seeking assistance receive a timely response in reference to a
determination of their eligibility for benefits.
FACTOR 6 - PERSONAL CONTACTS
Co-workers and applicants, employees from government or outside agencies, general
public, family members.
FACTOR 7 - PURPOSE OF CONTACTS
To interview customers seeking assistance and to obtain or provide pertinent information
relative to social programs and to determine eligibility based on federal and local
guidelines.

FACTOR 8 - PHYSICAL DEMANDS
Work is mostly sedentary. Requires some walking, bending, driving, stooping or
standing, manual dexterity at times and travel to St. John.
FACTOR 9 - WORK ENVlRONMENT
Work is performed in an office setting. May require field visits to applicant's home.
