Characteristics of the Class: Positions allocable to the class work under general supervision and follow specific instructions in the use of Authority manuals, handbooks, and HUD guidelines. A significant part of the work involvesinterviewing low-income applicants or senior citizens. Candidates must have considerable knowledge and understanding of the behavior patterns of culturally and economically disadvantaged persons.Essential and other important responsibilities and duties may include, but are not limited to the following:
- Receives, reviews, and processes applications for admission to Housing Authority programs.
- Interviews applicants to obtain required data regarding income, family composition, health, social problems, veteran status, rent paying ability, and net assets and to determine the degree of need for public housing.
- Verifies information given by applicants with employers, public and private health and welfare agencies, and others.
- Notifies applicants of eligibility requirements, methods of selecting prospective tenants and housing opportunities.
- Interprets and applies Housing Authority policies andprocedures.
- Prepares leasing documents, follow-up correspondence to applicants, weekly, and monthly reports.
- Selects applicants for tenancy and establishes waiting lists.
- May conduct annual, interim, or special reviews.
- Coordinates maintenance inspections of vacated property and makes home visits as required.
- Receives security deposits and advance monthly rent charges.
- Performs other duties as assigned.
Minimum Requirements:Any combination equivalent to: High school graduation or equivalent and two (2) years of increasingly responsible experience providing social service programs to low-income people in fields such as public housing, social welfare, public health, employment service, counseling, vocational guidance, or a related field; an associates degree from an accredited college with specialization in Public or Business Administration may substitute for one year of experience.
Special Requirements:Must possess a valid California Class "C" Driver's License.
EXAMINATIONApplications will be reviewed for relevant experience, education and training. Applications must be detailed and complete for proper evaluation. Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination. Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List". Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 12 consecutive calendar months.Experience Credit for HACLA AFSCME Employees AFSCME members holding permanent status with the Housing Authority will be awarded experience credit of up to 5 points, with one point available for each completed year of service in an AFSCME position, to their final qualifying score in any promotional or open/promotional job bulletin for the following classification recruitments: Customer Support Representative, Eligibility Interviewer, Housing Inspector and Section 8 Advisor. Completed years of service shall be determined based on the date of the effective certified list.
