  • This position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM, the Bank),and is assigned to the Engineering and Environment Division (E&E). E&E supports OBAF's focus on the Bank's Medium- and Long-term portfolios through assessments of technical feasibility and compliance with established environmental and social requirements for projects prior to authorization, monitoring of technical and environmental performance following authorization, and application of several key agency policies throughout the lifecycle of the transaction. As a member of the Technical Review group within the Division, the incumbent is responsible for evaluating EXIM transactions in order to identify technical risks and to confirm the technical feasibility of the complex projects seeking EXIM's financial support through the utilization of good engineering practice. Duties include, but are not limited to: Serves as an Electrical Engineer, responsible for evaluating the technical feasibility and technical risks of electrical engineering aspects of projects being considered for EXIM support with respect to EXIM's electrical engineering guidelines. Prepares written reports describing the project, including the evaluation of the technical feasibility and technical risks. Completes reports are included in transaction memos. Assesses the potential environmental effects of projects being considered for EXIM support with respect to EXIM's Environmental & Social Due Diligence Procedures and Guidelines and prepares written evaluations in accordance with EXIM environmental and social review procedures. Provides technical expertise regarding potential or pending electrical engineering applications, components, and industries for EXIM Bank activities on a broad range of electrical engineering specialties, which may include but are not limited to, telecommunications, electronics, computer engineering including semi-conductor manufacturing, information, signal and control technology, robotics, and other transformational export areas Participates as a member of the transaction team as the technical expert and consults on transaction related matters, including technical aspects of agreements, and generally supports the transaction team on technical matters throughout the life of the transaction. Travel as needed, domestically and internationally, to attend transaction related technical meetings, to perform due diligence on U.S. and overseas transaction participants, and to review project construction and operational monitoring. Serves as the primary liaison with applicants on technical matters and on specific policies that are administered by the Engineering and Environment Division to facilitate reasonable and timely resolution of issues identified during the due diligence process assessing the presence, intensity, and quality of foreign technical competition for the goods and services to be supplied from the U.S. Prepares formal technical, environmental and/or social analysis documentation to inform the Bank's Board of Directors as to the technical feasibility of subject projects, adherence to relevant policies, and compliance with environmental and social requirements. Advises the Board of Directors of identified technical, environmental and social risks associated with proposed project activities, and of the adequacy of associated risk mitigation measures. Provides general technical information, explanations, and interpretations of EXIM policies to non-technical personnel of the Bank and maintains an information base of technical books, periodicals, files, and industry contacts.
