As a Payroll Clerk Supervisor, you will be an integral member of the Department of Finance Payroll Team. You will be key in managing day-to-day payroll clerk processes for the city, developing innovative processes and procedures, creating user documentation, and implementing payroll solutions.


We are looking for someone who is:
  • An experienced leader. You have led and supported a payroll operations unit, ensuring efficient processes, reliable service, compliance with payroll laws and regulations, and the development of user documentation and staff training.
  • Experienced in municipal payroll systems and processes. You bring experience working in a municipal government environment and are proficient with payroll systems such as Oracle E-Business Suite R12.
  • A strong communicator and relationship builder. You clearly communicate payroll information, provide guidance to staff, and serve as the point of contact for escalated payroll questions or concerns.
  • Dependable and results driven. You have successfully managed citywide payroll operations, including complex and retroactive payroll calculations, while balancing competing priorities in a fast-paced environment.
  • Organized and detail oriented. You are able to manage a high volume of work and multiple deadlines while maintaining accuracy and attention to detail.
  • Self-motivated. You take initiative and proactively identify and resolve payroll issues.
  • Collaborative and independent. You work effectively with colleagues across units and departments while exercising sound judgment to work independently when needed.
What you will typically be responsible for:
  • Assigning, directing, training, and evaluating the performance of 6-8 staff members in the payroll operations unit.
  • Stabilizing the centralization of payroll clerk duties from 26 departments to Finance.
  • Supporting and overseeing time keeping, onboarding, master data, terminations, retroactive pay calculations, terminations, audits, promotions/demotions, and annual raises.
  • Researching and resolving complex and unusual payroll problems and issues.
  • Developing training programs for operations and departmental staff.
  • Interpreting and implementing complex procedures, regulations, guidelines, and policies.
  • Completing complex sets of activities within critical schedules, often under stressful working conditions.
  • Serving as a system security administrator.
  • Staying up to date on payroll regulations, Memorandum of Understanding (MOU) changes, internal policies, and Administrative Instructions.
  • Serving as a technical resource to both departmental staff and personnel operations unit.

The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

Education:

Equivalent to the completion of the twelfth grade. College level coursework in data processing and accounting highly desirable.

Experience:

Three (3) years of progressively responsible experience in the operation of an automated payroll/personnel system and at least three (3) years as a lead worker or supervisor.

This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902. All applications received will be forwarded to the Finance Department for further consideration.

Meeting the minimum qualification requirements may not result in further consideration, only the most qualified candidates will be contacted for interviews.

Exempt Limited Duration Employee (ELDE): This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

  • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan

Disaster Service Workers
