The Family Support Specialist provides case management for 40 families and related activities to sustain outreach, recruitment and enrollment processes throughout the year. Under the general direction of the EC Manager, the FSS works with the site team to encourage and plan for parent participation in their child’s education. The FSS works with families to support and build upon their family strengths. He/she will work in accordance with ECEAP and EHS Program Standards. Build trusting relationships following the National Association for the Education of Young Children Code of Ethical Conduct. To be successful, Specialist 4 must take intentional steps to promote parent and family engagement and be able to communicate effectively with parents from diverse backgrounds to ensure service equity and quality.

This is a grant funded position. This position is open until filled. Essential Functions
  • Recruitment: Organizes and conducts ongoing recruitment to ensure full enrollment in the ECEAP and/or Early Head Start (EHS) site. Collaborates with other site staff to ensure the children most at risk have priority enrollment.
  • Cultural Competence: Foster a sense of belonging and nurture positive social relationships, careful to support a family’s home culture.
  • ELMS and/or Child Plus: Maintain timely and accurate data reporting for enrollment, parent contact, medical and dental exams, and health screenings.
  • Enrollment: Organizes and conducts enrollment activities, interviews parents to determine program eligibility, verifies income and obtains necessary parent permission for ECEAP and/or EHS activities.
  • Orientation: Conducts parent orientations to ECEAP and/or EHS, including orienting parents to their rights and responsibilities in ECEAP and/or EHS and explaining relevant ECEAP and EHS policies and curriculum approaches.
  • Family Support: Assists families in recognizing their strengths and arrange for feedback. Use the Mobility Mentoring tool.
  • Home Visits: Visits family’s home for the purpose of enrolling children in programs, informing parents of school and/or community resources and providing child development and parenting information.
  • Schedules the nurse consultant and mental health consultant as needed and gets the proper permission forms on file.
  • Health: Collects health and nutrition information; develops individualized child health plans; provides or assists with providing health screenings, immunization verifications and outside agency referrals; provides health, nutrition and oral health education to families advocating for the child’s health needs.
  • Transitions: Works with families and site teams to ensure smooth transitions for children and families to Head Start or ECEAP and Kindergarten and before and after school care.
  • Family Events: Plans and facilitate family events that respond to specific training interests and information requests as indicated on the Parent Interest Survey and organized by Parent Advisory throughout the year. Responsible for keeping a record of parent activity fund expenditures and event sign in and out sheets.
  • Documentation: Maintains accurate records including enrollment information, documents, referrals and follow-up, meets minimum contact hours according to ECEAP and/or EHS program standards, compiles and submits monthly activity report information and other required records in the ELMS or Child Plus system.
  • Interdisciplinary Staffing: Coordinates in interdisciplinary planning for children and families to include multidisciplinary teams, and other cross-component efforts.
Non-Essential/Other Functions
  • Direct and monitor the work of practicum and volunteers; evaluate practicum and interns.
  • Maintains a family resources checklist and listings
  • Requests for help as needed to ensure deadlines are met.
  • Incorporate the NAEYC Anti-Discrimination principles as a guideline for respectful behavior. Accesses interpreters and the Language Line as needed through PSESD Interpreter Fund.
  • Parent Partnerships: Partners with parents for the purpose of assisting with access to health care providers, obtaining exams, identifying obstacles to completing exams, and securing appropriate treatment and follow-up on referrals for children. Promotes parent and community partnerships in the ECEAP and/or EHS program through parent meetings, parent leadership, parent professional development opportunities, newsletters, parent training, home visits, Policy Council, and other volunteer opportunities. Involve families in site leadership activities.
  • Checks for safety hazards, and responsible for emergency preparedness practices and procedures.
  • Crisis Intervention: Provides support to families experiencing a crisis and refers them to emergency assistance and crisis intervention providers, as appropriate.
  • Accountable for keeping personal development up to date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
  • Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.

Supervisory Responsibilities

Minimum Qualifications
  • Associate or bachelor's degrees in adult education, human development, human services, family support, social work, psychology or related field with 30 job-related credits.
  • Current Home Visitor CDA (Child Development Associate) credential from the Council for Professional Recognition
  • One year of related experience with families
Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
Preferred Qualifications
  • Associate's degree or higher in Early Childhood Education or Human Services
  • BA in related health or human services field plus two years of experience working with families
  • Social Work and case management experience
