DSHS FTAA Fiscal Analyst 2

This position supports the DSHS mission by performing Payroll Processor functions. Performs high quality journey level professional financial review and analysis of accounting and auditing of fiscal data in accordance with Generally Accepted Accounting Principles, Governmental Auditing Standards, and both State and Federal statutes or regulations. The position works independently under general supervision analyzing and interpreting reports produced by both automated and manual systems. This position assists higher level staff in the design and implementation of procedures, reconciliation processes, financial reports and spreadsheets. Recommends changes to lead, supervisor, or manager for any control weaknesses identified and suggests fiscal related improvements as well as process efficiencies.
Some of what you'll do:
- Assist the Fiscal Analyst 4 Payroll Processor position with the payroll function, which includes processing, analyzing, and reconciling payroll related activities to include accuracy of pay, health insurance, long term disability, retirement, federal income tax withholding, miscellaneous deductions, garnishments, assault benefits, shared leave, and all other leave activities.
- Functions of the position include input of payroll, person, appointment, terminations of employment and all related pay, twice monthly, preparing and processing overpayments, assault benefits, adjustments to gross as necessary, mandatory deductions, voluntary deductions, AFRS account coding and customer service.
- This position sets up employees into the HRMS system, monitors and inputs miscellaneous and mandatory deductions, sets up Retirement rate and plan and all insurance for employees in addition to determining the appropriate vendor or organization to receive the necessary paperwork.
- This position verifies, reconciles and analyzes data to ensure all aspects of DSHS employees are paid correctly. Prepare and process journal vouchers both manually and using the Financial Toolbox to correct financial data.
- Sets up new hires and terminations of employees appropriately as requested by the Human Resources sections of DSHS. Inputs data sent in by outside HR consultants for employee insurance, medical aid, withholding taxes, voluntary and mandatory deductions and hours to be paid. Analyzes, interprets and reconciles automated reports related to payroll activities, preparing documents for correction as necessary. Prepares Wage tax analysis documentation for necessary W-2C adjustments.
- Develops, reviews, analyzes, researches and interprets payroll accounting and financial reports from the HRMS system. Assists with the review, analysis and correction of payroll batch type errors on the daily error file. Follows procedures for completion of the Payroll Adjustment and Repayment Authorization to make collection of employee overpayments. Payroll Processor is responsible for the remittance of overpayment documents to the Office of Financial Recovery.
- Initiates interaction and responds to inquiries from HR Reps, Time and Attendance processors and employees of DSHS via telephone, postal mail, and email regarding pay, deductions, insurance, retirement and leave in a timely manner. Obtains, organizes and maintains data related to payroll issues.
- The employee for this position must have the ability to apply and adapt established accounting methods to a variety of transactions; assemble, analyze, and reconcile reports and statements of financial and payroll data and determine courses of action while preparing and executing necessary payroll and accounting related transactions.
Who should apply?
Professionals with aBachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one to two years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.

A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
