  • Directs the development, implementation, and maintenance of agency budgeting systems, ensuring they support operational needs, policy requirements, and strategic financial planning.
  • Leads the development, coordination, and execution of all budgetary processes, including economic forecasting, data accumulation, budget request preparation, analysis, estimate revisions, and final budget consolidation.
  • Plans, develops, interprets, and implements budgeting policies, standards, and procedures to support agency financial operations and ensure consistency across all programs.
  • Oversees preparation and delivery of internal and external financial and statistical reports, ensuring accuracy, clarity, and compliance.
  • Monitors implementation of financial systems and reporting practices.
  • Confers with executive leadership to establish budgetary goals and financial priorities.
  • Serves as the primary representative with external agencies regarding budgetary requirements, planning expectations, and compliance matters.

State of South Carolina Minimum Requirements:

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.



SCDC Minimum Requirements:

  • A bachelor's degree in accounting, finance, business, or a related field and eight years' professional experience in a related area, such as accounting, auditing, finance, or banking

OR

  • An associate’s degree in accounting, finance, business, or a related field and ten years' professional experience in a related area, such as accounting, auditing, finance, or banking.
Knowledge of SCDC budgets processes is preferred.
