Under the direction of the Vice President of Student Services, oversees the day-to-day operations and activities of student housing; develops and implements programs and services to enhance and address student life within Student Housing, including but not limited to annual self-supporting residential programs that utilize on-campus Student Housing facilities.

Essential responsibilities are designated by *.

  1. Oversees and directs the work of residential life staff. *
  2. Partners with Human Resources (HR) in the recruitment, selection, and hiring processes of staff; participates in the District screening and hiring processes. *
  3. Interprets, applies, and communicates District policies, procedures, rules, and regulations for students and staff. *
  4. Reviews, updates, and recommends updates and/or changes to policies, procedures, rules, program information, promotional materials, and fee structures. *
  5. Reviews and approves Student Housing applications and payment contracts; reviews, verifies terms, and signs Student Housing licensing agreements, as appropriate. *
  6. Conducts and/or coordinates health and safety inspections of residence hall facilities. *
  7. Establishes, updates, and maintains manual and digital record keeping systems, files, file sharing, and filing systems related to the area of assignment, including but not limited to student, budgetary, administrative, maintenance, and other district or college partnerships. *
  8. Partners with internal department management, such as Facilities, to coordinate, plan, and schedule a variety of maintenance, replacement, and repair schedules to meet short-and-long-range facility and equipment needs of the Lodges and department. *
  9. Assists in the review and evaluation of the Lodges’ facilities and furnishing conditions; assists in preparing and planning for future needs, including but not limited to common kitchens, student recreational areas, common and shared areas, and lodge resident amenities. *
  10. Develops department program goals and objectives; prepares and monitors budgets developed in support of identified goals and initiatives. *
  11. Develops opportunities for residents to provide feedback related to the quality of life in the Student Housings; reviews and analyzes received feedback to make recommendations and/or improve and expand existing programs, as appropriate. *
  12. Oversees assigned staff to initiate, plan, and coordinate program activities for residents and other students. *
  13. Oversees and leads staff enforcement of rules and regulations; maintains safety and security of the area of assignment. *
  14. Implements and facilitates the Intramurals Program. *
  15. Serves as the co-chair of the college’s Behavior Intervention Team (BIT); facilitates the implementation and coordination of the student crisis reporting process; partners with faculty, staff, and students related to identifying students in crisis; reviews, tracks, and monitors appropriate individual and BIT responses. *
  16. Receives, reviews, investigates, and responds to reports of student misconduct; initiates disciplinary action, as appropriate. *
  17. Acts as the Vice President of Student Service’s (VPSS) designee as the Student Conduct Administrator in the investigation and adjudication of student conduct incidents. *
  18. Mediates student conflicts and assists in developing strategies for conflict resolution; enforces college and Student Housing rules, regulations, and policies; evaluates student academic and behavioral progress, as appropriate. *
  19. Reviews student conduct policies, procedures, and processes; makes recommendations for updates and/or changes as needed. *
  20. Tracks information and data related to Clery Act incidents; works with appropriate administrator to submit required information related to Clery Act reporting mandates.*
  21. Tracks and monitors the ASCR budget; reviews, verifies, and approves expenditures related to the Association. *
  22. Supports the marketing and development of self-support residential programs to maximize the income-generating potential of the college’s on-campus housing facilities. *
  23. Develops and implements summer program schedules. *
  24. Partners, collaborates, and communicates with cafeteria staff to ensure Student Housing students have availability to nutritional meals and food items. *
  25. Supervises, evaluates and provides work direction to assigned classified staff, student workers, student assistants, and short-term, temporary staff. *
  26. Participates in the annual budget planning processes; plans, prepares, and administers assigned annual budgets related to the area of assignment; reviews and verifies budget expenditures; prepares recommendations and justifications related to budget requests; directs additional funding forecasts for staffing, equipment, materials, and supplies; implements mid-year budget adjustments, transfers, and augmentations; authorizes and monitors expenditures and purchases of equipment and supplies; monitors staffing budget as needed. *
  27. Participates in and attends a variety of program, district, and/or college committees, such as participatory governance committees, meetings, professional organizations, trainings, workshops, special events, and professional development opportunities, as appropriate; participates in the District’s accreditation process.*
  28. Performs related duties that support the overall objective of the position.
EDUCATION AND EXPERIENCE:
  • Bachelor’s degree in business or public administration, or related discipline; AND
  • Two (2) years of experience in supervising residence halls, student activities, property management, management of student support programs, student discipline, or related fields; OR
  • Any combination of education and experience which would provide the required qualifications for the position.

DESIRABLE QUALIFICATIONS:
  • Master’s degree in a related field.

  • Possession of or an ability to obtain a valid driver license, if driving is required as an essential responsibility of the position.

Physical Demands
While performing the duties of this classification, employees are regularly required to sit or stand for extended periods of time; talk or hear in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms; bend at the waist, kneel, or crouch to file materials; must be able to function effectively indoors and outdoors engaged in work of primarily an active nature.

Specific vision abilities required by this job include close vision, ability to distinguish basic shades and colors, and the ability to adjust focus.
Employees are frequently required to walk and stand and occasionally lift up to 50 pounds; heavy physical effort that may include extensive standing or walking; frequent lifting of heavy parcels, machines, or equipment weighing up to 50lbs; frequent activities requiring full body exertion.

Mental Demands

Work Environment
The work environment described herein is representative of those an employee encounters while performing the essential functions of this classification. Incumbents in this classification may encounter frequent interruptions by college personnel, students, and the public.

Employees work indoors and outdoors in weather extremes where significant health and safety hazards and considerations exist from physical labor; with constant interruptions; noise levels may vary depending on activities of the department, drives a vehicle to conduct work, Handling of hazardous chemicals and materials that include waste and bloodborne pathogens; frequent exposure to dust, loud noise and/or vibrations; light to moderate stress level.

SELECTION PROCESS
After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.

The District reserves the right to re-advertise the position or to delay indefinitely filling of the position if it is deemed that applicants for the position do not constitute an adequate applicant pool or if funding is not available.

CONDITIONS OF EMPLOYMENT
Employees must satisfy all the pre-employment requirements prior to appointment that include, but are not limited to, tuberculosis clearance (EC 87408.6), fingerprint processing, and verification of their legal right to work in the United States.
