MajorDuties

  • The Small and Disadvantaged Business Utilization Division is stationed within the Office of Civil Rights and Adjudication, within the Office of the Administrator. The Division is responsible for ensuring the EPA adheres to the regulations listed in the Small Business Act, including policies and procedures that impact small or socioeconomic businesses during EPA contracting opportunities, providing small business training throughout EPA, and complying with requirements to have senior level employees participate in outreach programs to small business communities. Specific duties of this position may include, but are not limited to: - Planning, developing, organizing, directing, and implementing the Division's plans, organizational structure, needs and goals, priorities, procedures, budgets, and manpower resources. - Directing the development of programs to stimulate and improve the involvement of small and disadvantaged business in the overall EPA procurement processes. - Directing the policies and procedures and implementing the functions and duties under Sections 8 and 15 of the Small Business Act as amended by P.L. 95-907. - Advising and Consulting on the assignment of EPA Small and Disadvantaged Business Specialists to assist designated procurement Center Representatives of the Small Business Administration (SBA). - Establishing and maintaining liaisons with the SBA and other internal and external partners. - Overseeing the development, assessment, and improvement of management control systems in order to safeguard programs and achieve results while adhering to the Federal Managers Financial Integrity Act. - Performing the full range of supervisory human resources functions for the Division and subordinate employees. Requirements

If you are selected, you must complete a 1-year SES probationary period, if not previously completed. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. REAL ID requirements became effective on 05/07/25. Evaluations
