MajorDuties

  • You will serve as a senior authority on procurement, establishing the strategic vision and overall direction for applicable contracting.
  • You will provide executive oversight for the formulation, negotiation, award and administration of applicable contracts, ensuring alignment with NAVAIR’s strategic imperatives and warfighter requirements.
  • You will exercise unlimited Contracting Officer authority, approving major and critical procurements, and obligating the Government across the full spectrum of contract types.
  • You will chair and participate in executive-level Contract Review Boards and other senior acquisition forums to ensure consistency, sound business judgement and adherence to federal law and policy.
  • You will lead, resource and mentor an organization of contracting professionals; serve as a principal advisor to leadership on applicable contractual matters.
  • You will provide executive oversight for the adjudication of claims, resolution of defective pricing issues, and support litigation activities.
  • You will resolve complex issues from Division Heads and PCOs, including applicable waivers, pricing decisions, requirement changes, and contractor proposals, making timely and sound decisions in a high-volume environment.

Education

Applicants must meet the following Basic Education Requirement of the Department of War Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoW GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoW who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
