This position is located at the SC Department of Behavioral Health and Developmental Disabilities (BHDD) - Office of Mental Health (OMH), Patrick B. Harris Psychiatric Hospital, 130 SC-252, Anderson, SC 29621.


As the Director of Operations, working under limited supervision of the Hospital Director/CEO, the Director of Operations (COO) directs and coordinates all assigned operation and support services at Patrick B. Harris Psychiatric Hospital (HPH).

Responsibilities for the Director of Operations:
  • Responsible for the programmatic and logistical functions of the hospital to ensure patient safety, delivery of patient needs, staff safety, and compliance of the hospital with standards of all pertinent regulatory bodies, to include CMS, TJC, and SC DPH..In the satisfaction of those responsibilities, the COO is responsible for the following departments and for supervision of the assigned department directors:
    a) Nutritional Services Department: Responsible for provision of safe and nutritionally sound meals, meeting all CMS, TJC, DPH, and other pertinent standards.
    b) Admissions and Discharge Department: Responsible for the hospital operations related to admissions and discharge, to include transition of patients to or from HPH and coordination of relevant medical and legal information.
    c) Legal ProcessingDepartment: For this facility at which >99% of patients are involuntarily committed through emergency or judicial commitment, ensures that all legal processes are carried out correctly, in compliance with state law, including emergency and judicial commitments for admission, initial or reexamination probate court hearings for admitted patients, and legal procedures related to discharge and transfer of commitment orders. d) Volunteer Services: Coordinates volunteer activities and functions for HPH patients, to include provision of clothing/shoes closet for patients in need; coordination and orientation of community volunteers; and coordination of donations.
  • Oversee the development of the facility's annual proposed budget, aligning HPH staff, facility, and materials needs with central BHDD-OMH financial services management. Ensure monitoring of nternal expenditures for facility operations. Oversee budget adjustments when appropriate and/or requested by BHDD-OMH officials or Hospital Director. Seek ways to manage costs while striving to maintain the highest level of patient care permitted in relation to the facility's budget
    appropriations. Make recommendations regarding improvements to the hospital, including any construction or renovation projects. Serve as the hospital representative for the request and expense of Annual Permanent Improvement Project (APIP) funds through BHDD-OMH. Review the requests for new and replacement equipment purchases. Direct the preparation of applicable feasibility studies or reports.
  • Provide leadership to the hospital by serving on the Executive Committee and Management Team. Serve key role in coordinating work of programmatic and logistical departments with the clinical eadership to accomplish safe and needed work at HPH, to include maintenance, repairs, and new projects while maintaining safe and c environment of care that is compliant with applicable standards. Coordinate pertinent non-clinical functions in emergency response preparation.
  • Coordinate with work of Physical Plant Services for provision of safe environment of care to meet regulatory standards from CMS/TJC/DPH, including maintenance of property, improvement of facility to comply with new standards, repair of property and equipment, and modification of environment to meet specific clinical needs within the facility; responsible for coordination of facility resources and BHDD-OMH resources to achieve these needs.
  • Coordinate with Environmental Services Department to ensure development and maintenance of clean and safe environment, meeting pertinent CMS/TJC/DPH standards, for patients and staff; coordinate these functions with facility Infection Control.
  • Provide leadership and direction in the development and revision of programmatic facility policies and procedures. Review assigned policies regularly to evaluate for compliance with federal, state and voluntary hospital licensing, accrediting and certifying agencies (i.e. HCFA, DHEC, JCOHO). Work closely with department directors who report directly to enhance and refine the policies and operational procedures within their respective areas on a continued basis.
  • Serve as facility-based lead in coordinating IT services at HPH, to include necessary coordination with clinical services, Physical Plant Services and Financial Services for needed maintenance and upgrades.
  • Serve as Administrative Officer On-Call (Acting Hospital Director) on a regular rotating basis with other facility senior management staff, upon appointment by the Hospital Director. Using independent judgment, notify appropriate SCDMH officials and/or Hospital Director, regardless of the hour day or night, of major events requiring a response beyond the capability of the facility or which may result in news media attention. Prepare and/or drafts pertinent regular, routine and special factual reports regarding hospital services and/or occurrences at the direction of the ospital Director or appropriate BHDD-OMH/DoAS officials (i.e. survey responses, annual reports).
  • Maintain compliance with BHDD-OMH, corporate compliance, SCEIS, Mandt, and other training requirements.
  • A bachelor's degree and relevant program management experience.
Additional Requirements:
  • Be knowledgeable about budgeting and financial operations.
  • Occasional travel.
  • Must have manual dexterity and be able to work with repetitive unusual patient behaviors.
  • Be able to ambulate/move about freely.
  • Be able to work at a facility which serves mentally challenge patients in an in-patient setting.
  • Be able to effectively communicate with staff members, hospital patients and the public.
  • Have well developed supervisory skills.
  • A master's degree in Health Care Administration, Management, Business Administration or a related field.
  • Bilingual abilities in English and Spanish (or other language) are a plus.
