GENERAL DESCRIPTION:

Under the direction of the Executive Director, the Director of ICF Services/ QIDP provides operational, programmatic, and regulatory leadership for Gateway Center’s Intermediate Care Facility for the Developmentally Disabled-Habilitative (ICF/DD-H) programs, including ICF-1 and ICF-2.

This position serves as a Qualified Intellectual Disabilities Professional (QIDP) and is responsible for ensuring that active treatment services, interdisciplinary coordination, staffing systems, and daily operations are implemented in accordance with applicable State and Federal regulations, including requirements established by the California Department of Public Health (CDPH), Department of Developmental Services (DDS), Centers for Medicare & Medicaid (CMS), and regional services coordination systems.

The Director of ICF Services is responsible for leading a unified and integrated ICF program focused on high-quality resident care, proactive compliance, workforce stability, interdisciplinary collaboration, and continuous quality improvement in accordance with licensing requirements. Working in close partnership with the Director of Nursing (RN/QIDP) and Gateway Center’s broader administrative leadership structure, this role supports operational alignment, staff development, consultant coordination, and collaborative relationships with families, conservators, regulatory agencies, and community partners.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

● Provide leadership, program coordination, and operational alignment for ICF-1 and ICF-2, ensuring consistent implementation of organizational policies, procedures, and program expectations.

● Promote an integrated ICF leadership model that strengthens consistency, communication, accountability, and interdisciplinary coordination across both facilities.

● Ensure the health, safety, rights, dignity, and overall well-being of residents.

● Ensure active treatment services are integrated, coordinated, and implemented in accordance with applicable State and Federal regulations.

● Monitor program effectiveness and ensure individualized supports align with resident goals, assessments, and interdisciplinary recommendations.

● Maintain proactive oversight of active treatment systems, documentation practices, interdisciplinary coordination, quality assurance activities, and survey readiness.

● Support effective utilization of electronic health record (EHR) and documentation systems, including Therap and other organizational platforms, to promote accurate documentation, interdisciplinary communication, compliance tracking and operational coordination.

● Participate in strategic planning and continuous quality improvement initiatives related to ICF services.

● Collaborate with Finance and Executive Leadership to support responsible fiscal management, staffing utilization, operational sustainability, and alignment between program operations and reimbursement requirements.

● Ensure ongoing compliance with Title 22 regulations, Department of Public Health (CDPH) requirements, Department of Developmental Services (DDS) standards, Centers for Medicare & Medicaid Services (CMS) requirements, Regional Center expectations, all applicable Federal and State regulations governing ICF/DD-H operations.

QIDP Responsibilities

● Serve as the designated Qualified Intellectual Disabilities Professional (QIDP) for

assigned facility operations in accordance with licensing requirements.

● Ensure active treatment coordination and interdisciplinary programming remain aligned with applicable State and Federal ICF/DD-H requirements across assigned facility operations.

● Coordinate and monitor implementation of Individual Program Plans (IPPs),

interdisciplinary services, and active treatment programming.

● Ensure development, review, and implementation of annual, semi-annual, quarterly, monthly, admission-related assessments, and other required assessments.

● Coordinate interdisciplinary team meetings and ensure timely follow-up on

recommendations, assessments, and action items.

● Review resident progress, behavior supports, program implementation, and training effectiveness to ensure continuity and consistency of care.

● Observe staff implementation of active treatment services and provide coaching,

training, and corrective guidance as needed.

● Ensure active treatment principles, individualized programming, and staff implementation practices are consistently reinforced through ongoing coaching, observation, and interdisciplinary collaboration.

● Ensure programs are individualized, measurable, and implemented consistently across shifts and disciplines.

● Coordinate with consultants, clinicians, therapists, behavioral supports, day programs, families, conservators, and Regional Center representatives to ensure continuity of care.

● Ensure consultant recommendations are reviewed, integrated, implemented, and

monitored appropriately.


Leadership and Staff Supervision

● Support organizational stabilization efforts through leadership development, workforce engagement, accountability systems, and continuous improvement practices aligned with Gateway Center’s operational priorities and mission.

● Provide leadership, coordination, supervision, coaching, and accountability to Assistant Administrators and designated ICF leadership staff.

● Support development of a positive, mission-centered, and accountable workplace

culture.

● Collaborate with Human Resources regarding recruitment, onboarding, performance management, disciplinary processes, and workforce development.

● Assist in maintaining staffing systems that support continuity of care and operational stability.

● Collaborate with Assistant Administrators to support day-to-day operational coordination, staffing continuity, communication systems, and interdisciplinary responsiveness across both facilities.

● Participate in interview panels and hiring recommendations for ICF staff.

● Ensure staff receive appropriate orientation, ongoing training, and competency

development related to active treatment, resident care, documentation, safety, and regulatory requirements.

● Promote effective communication and collaboration across all shifts and disciplines.

● Provide support for on-call services and help develop a sustainable and efficient on-call structure.

Interdisciplinary and External Coordination

● Serve as a liaison with Regional Center representatives, Department of Public Health, families, conservators, consultants, day programs, medical providers, and community partners.

● Collaborate closely with the Director of Nursing regarding resident health needs, medical coordination, clinical oversight, and interdisciplinary planning.


MINIMUM QUALIFICATIONS:

● Must meet all State and Federal qualifications for a Qualified Intellectual Disabilities Professional (QIDP).

● Bachelor’s degree in education, social services, behavioral sciences, health sciences, rehabilitation, psychology, sociology, or related human services field required.

● Minimum of three (3) years’ experience working with individuals with intellectual and developmental disabilities in a residential, healthcare, or human services setting.

● Prior experience serving in a QIDP role within an ICF/DD, ICF/DD-H, or similar residential healthcare environment strongly preferred.

● Experience leading interdisciplinary teams, active treatment programming, regulatory compliance activities, quality assurance, and survey preparedness within a licensed care environment preferred.

● Minimum of three (3) years progressively responsible supervisory or leadership

experience.

● Demonstrated knowledge of active treatment principles, interdisciplinary programming, and ICF/DD regulations.

● Strong leadership, communication, organizational, and conflict-resolution skills.

● Ability to establish and maintain effective working relationships with residents, families, staff, consultants, governmental agencies, and community partners.

Job Type: Full-time, exempt position with an annual salary range of $100,000 to $115,000, depending on experience.
