Directed Payments Budget Analyst

The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Finance is seeking a Directed Payments Budget Analyst to join our team!

The Supplemental Payment Budget Analyst serves as a budget analyst providing guidance and support in developing and implementing Medicaid supplemental payment processes.

  • Reviews and analyzes spending patterns of Medicaid programs using claims data, prepares and updated projections/forecasts of spending compared to budget, forecasts funding requirements, and projects year-end balances or shortfalls.
  • Utilizes modeling to project fiscal impacts and establishes payment methods for supplemental payment programs.
  • Calculates state and federal share of Medicaid spending in assigned project areas.
  • Establishes consistent accounting processes to calculate and track supplemental payments.
  • Prepares monthly financial analysis reports for assigned program and operating budgets including comparison of expenditures to budgets.
  • Coordinates with internal and external teams (Medicaid/Fiscal) to establish, monitor, and reconcile supplemental payments.
  • Establishes and maintains adequate controls for assigned appropriations and funding sources.
  • Provides guidance and direction to others engaged in budget control and supplemental payment

  • Coordinates with internal and external teams (Medicaid/Fiscal) to establish, monitor, and reconcile supplemental payments.
  • Establishes and maintains adequate controls for assigned appropriations and funding sources.
  • Provides guidance and direction to others engaged in budget control and supplemental payment program activities.
  • Provides guidance and expertise in compiling supplemental payment data and interpreting intergovernmental transfer rules and regulations for management, program staff, accounting staff, and auditors.
  • Maintains fiscal documentation in compliance with State and Federal retention policies.

Supports policy development and regulatory compliance:

  • Demonstrates understanding of Center for Medicare and Medicaid Services (CMS) and State regulations related to Medicaid payments; assists policy staff in developing CMS Preprints and other documentation to support Medicaid payments.
  • Understands regulations associated with intergovernmental transfers and implements policies and procedures associated with establishing, maintaining, or suspending intergovernmental transfers.
  • Assists in development of policies and procedures related to Medicaid payments consistent with State and Federal payment processes.
  • Engages in negotiations with CMS regarding supplemental payments; develops spending projections and budgets for CMS review and approval.

Communication and reporting:

  • Develops and submits reports to maintain compliance with State and Federal requirements and requests.
  • Provides direct, clear, concise, and professional written and verbal communication with stakeholders, HHS leadership, CMS, legislators and other partners.
  • Prepares responses to inquiries from Executive Branch, Legislative Branch, or other interested parties, includes responding to federal inquires and audits, state audits, requests for information, fiscal notes, fiscal impact assessments, special projects and surveys.
  • Presents reports and analysis as requested to HHS management, Department of Management, and other groups or individuals authorized to receive financial information.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to two years of full-time work in professional level budget analysis or fiscal management.2) All of the following (a and b):a. Two years of full-time work experience in professional level budget analysis or fiscal management; andb. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.3) All of the following (a, b, and c):a. Graduation from an accredited college or university with a master's degree in business administration or public administration; andb. One year of full-time work experience in professional level budget analysis or fiscal management; andc. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1.
