Employees in this classification are Law Enforcement Officers who maybe assigned to any of the several divisions within the Department. Deputies are required to perform duties in accordance with the relevant codes and laws of the Commonwealth and County Government. Limited supervision is received, andwork is viewed for adherence to Departmental rules and procedures. Some assignments may involve elements of personal danger. The Deputy Sheriff position requires advanced education, training, and/or experience.
  • The safe care custody and control of prisoners to and from court and various commonwealths, states, federal, and county correctional facilities.
  • Security of the courthouses and other county properties.
  • Security of all persons within county owned buildings.
  • Service of criminal warrants and civil writs.
  • Service of Protection Orders which includes the seizing off firearms, weapons, and ammunition, as well as evicting defendants and taking temporary custody of minors.
  • Clerical duties as they relate to specific functions and duties of the Sheriff's Department.
  • Enforcing criminal and vehicle statutes.
  • Conduct Sheriff and Personal Property sales.
  • Perform Levies.
  • Investigate then issue and/or deny licenses to carry firearms, sell firearms, and precious metals.
  • Enforce court orders.
  • Maintains records, prepares and types reports in a timely and professional format.
  • Contacts attorneys, defendants, applicants, references, and others via multiple forms of communication.
  • Secures various forms of property.
  • Posts various legal notices.
  • Travels inter and intrastate for extraditions.
  • Serve as a representative of the Department at various civic and public functions while at all times conducting themselves in a professional manner.
  • Provides assistance to other law enforcement agencies when law enforcement duties are required.
  • Other duties as assigned.
  • Ability to perform each duty proficiently and comply with County and Department policies.

  • Ability to maintain firearms qualification as required by the Sheriff.

  • Ability to operate desktop/laptop/tablet computers, fax machines, copiers, other office equipment, cellular phone, portable radio, etc.
  • Ability to react calmly and quickly to emergency situations.
  • Ability to work cooperatively with other Law Enforcement on related tasks and details.
  • Ability to adhere to all policies and procedures.
  • Knowledge of Pennsylvania Criminal, Civil and Procedural Law.


MINIMUM, PREREQUISITE REQUIREMENTS, QUALIFICATIONS, AND EXPERIENCE:

  • Be 21 years of age or older.
  • Possess a valid Pennsylvania Driver’s License at the time of job offer.
  • Reside within 60 minutes’ travel time of 200 North River St., Wilkes-Barre PA 18711.
  • Possess a high school diploma or GED Equivalency.
  • Be a citizen of the United States.
  • Be free from convictions of disqualifying criminal offenses. (Disqualifying Criminal Offenses are any offenses for which more than 1 year in prison can be imposed as punishment, and/or any drug offenses, and/or any crimes of moral turpitude.)•Be able to read at no less than the ninth-grade level.
  • Be personally examined by a physician, physician’s assistant, or certified nurse practitioner who is licensed in this Commonwealth. The examination must include the following:
    • Applicants shall be free from the addictive or excessive use of either alcohol or drugs which shall be determined using current laboratory testing procedures.
    • Applicants shall be free from the use of illegal controlled substances which shall be determined using current laboratory testing procedures.
    • Applicants’ physical condition shall be such that applicants could reasonably be expected to withstand significant cardiovascular stress.
    • Applicants shall be free from any debilitating conditions such as tremor, incoordination, convulsion, fainting episodes, or other neurological conditions which may affect the applicants’ ability to perform as a law enforcement officer.
    • Applicants shall have audio acuity sufficient to distinguish a normal whisper at a distance of 15 feet. The test shall be independently conducted for each ear while the tested ear is facing away from the speaker and the other ear is firmly covered with the palm of the hand. The applicant may not use a hearing aid or other aid to perform the test. If the applicant fails this test, the applicant shall be required to take and pass a decibel audio test.
    • Applicants may not be missing any extremities, including digits, which would prevent performance of required law enforcement duties or meeting minimum training requirements.
    • Applicants shall be free from any other significant physical limitations or disabilities which would, in the physician’s opinion, impair the applicant’s ability to perform the duties of a law enforcement officer or complete the required minimum training requirements.
  • Be subject to a background investigation conducted by the Luzerne County Sheriff’s Department. The investigation shall include the following:
    • A criminal history check including the submission of fingerprints to the Central Repository for the Commonwealth and to the Federal Bureau of Investigation.
    • A check of the applicant’s credit history.
    • Interviews conducted with at least 3 people that have personal knowledge of the applicant but are not related to the applicant.
    • A check of the applicant’s driving record verifying that the applicant has a valid Pennsylvania driver’s license.
  • Must obtain prior to employment and maintain throughout employment, a Pennsylvania License to Carry Firearms.

Training Requirements:
  • Must successfully complete Luzerne County Sheriff’s Department’s Orientation Training Program.
  • Must have previously:
    • Successfully completed a recognized Pennsylvania Municipal Police Officers' Education and Training Commission (MPOETC) Act 120 basic training course as documented by a copy of grade transcripts and certification of completion from Act 120 Academy.
    • Experienced as a municipal police officer in Pennsylvania as documented by a copy of either current or past MPOETC certification card and a letter from a current or former department verifying employment and status upon separation.
    • Employment as a Pennsylvania State Police Officer as documented by a copy of academy graduation certificate and notice of retirement.
    • With previously mentioned prior training applicant may be granted a partial waiver of basic training. Applicant would be required to undergo a basic training waiver course of 80 hours, which consists of 40 hours of on-line training and 40 hours of residential training.
  • Must successfully complete annual Act 2 certification update training once initial certification is received.
  • Must successfully complete Luzerne County Sheriff’s Department’s Field Training Program.
  • Must successfully complete Taser certification and re-certifications.
  • Must successfully complete Oleoresin Capsicum (OC) “pepper spray” certification and re-certifications.
  • Must successfully complete Expandable Baton certification and re-certifications.
  • Must successfully complete Tactical Handcuffing certification and re-certifications.
  • Must successfully qualify with Department firearms and long guns during daylight and dim light conditions in various weather conditions.
  • Must successfully complete First Aid, CPR, AED, and Naloxone administration certification and re- certifications.
  • Must successfully complete any other training/certifications required by the Sheriff.
Physical Demands:
Duties are performed both in an office environment and in the field. The employee may be exposed to varying and extreme weather conditions. Must have the capability to see, hear and speak to effectively communicate with the general public. Must have the strength and ability to apprehend, subdue and restrain criminal offenders. Physical exertion may be required to climb stairs and over walls, run, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs. Must have the ability to stand for long periods of time.

Work Environment:
Employees risk physical hazard from violence, aggressive and hostile people, a variety of weapons, noise, exposure to bio-hazard communicable diseases, hazardous materials, chemicals, bodily fluids, sharp objects, traffic, drugs, and drug paraphernalia; high risk of civil litigation due to the performance of duties. Work is performed in various weather conditions (extreme temperatures and precipitation)
Position requires the ability to work scheduled and unscheduled overtime, when necessary, as well as the ability to work different shifts, including holidays and weekends.
