The Department of Revenue for St. Louis County Government is seeking a Deputy Recorder of Deedsto join their leadership team. This position will report to the County's Recorder, within the Director of Revenue's office. his role is responsible for operational leadership, records integrity, compliance oversight, staff management, and modernization initiatives that support the County’s land records system.
The typical work hours are from 8:00 am – 5:00 pm, Monday – Friday.

- Monitor operational performance,workflow efficiency,and service levels across recording functions tomaintainhigh-quality and reliable public service.
- Collaborate with theRecorder,legal counsel,and county departments on regulatory issues andpolicy implementation,inmatters affectingthe office’s performance (strategic & operational) andpublic record administration.
- Monitor budget expenditures against plan, appraise Recorder of challenges and assist with annual budget development
- Interview and recommend promotions and new hires, address performance issues and draft disciplinary action for Recorder’s decision
- Serve in the Recorder’s absence
- Perform other duties as required or assigned
- Completion of a Bachelor's Degree or equivalent work experience
- At least four years of relevant professional work experience
- The work rules for the Department of Revenue require all employees, whether they reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real property taxes.
- Preference may be given to applicants who have the following:
- Public sector work experience
- Land records management
Supervisory Responsibilities
- Coordinate unit’s strategies and activities
- Develop and implement unit policies, practices, and procedures
- Delegate responsibility for daily operations to subordinates
- Confer with peers to plan and coordinate work
- Prepare and sign performance appraisals
SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
