The Office of the Port Auditor is seeking a Deputy Port Auditor with a positive work attitude and strong analytical and interpersonal skills to join our Audit Department. This position performs a wide range of professional duties involving financial, operational, compliance, tenant, and vendor audits. An ideal candidate will be detail-oriented, highly organized, and committed to providing excellent customer service while working with Port staff, tenants, and external partners. Experience in internal auditing or public accounting is required, and possession of a Certified Internal Auditor (CIA) and/or Certified Public Accountant (CPA) license is required.


A hybrid work schedule is a possibility.


DEFINITION

Under general supervision (Deputy Port Auditor I) to direction (Deputy Port Auditor II), plans, organizes, schedules, manages, reviews, and conducts assigned financial, operational, compliance, tenant, and vendor contractual audits, or special studies; identifies professional internal control, accounting, non-compliance, or other financial or operational issues and develops recommendations for resolution to Port and tenant management; develops, reviews, evaluates, updates, analyzes, generates, and/or distributes specialized accounting records, reports, and spreadsheets; and performs related duties as assigned.


SUPERVISION RECEIVED AND EXERCISED

Receives general supervision (Deputy Port Auditor I) to direction (Deputy Port Auditor II) from the Assistant Port Auditor. Exercises no direct supervision over staff.


CLASS CHARACTERISTICS

Deputy Port Auditor I: This is the entry-level classification in the professional Deputy Port Auditor series. Initially under general supervision, incumbents learn and perform professional internal auditing duties. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Deputy Port Auditor II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Deputy Port Auditor II: This is the fully qualified journey-level classification in the professional Deputy Port Auditor series. Positions at this level are distinguished from the Deputy Port Auditor I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Deputy Port Auditor class series are flexibly staffed; positions at the Deputy Port Auditor II level are normally filled by advancement from the Deputy Port Auditor I level; progression to the Deputy Port Auditor II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Deputy Port Auditor II level.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations where appropriate so qualified employees can perform the essential functions of the job.

Positions at the Deputy Port Auditor I level may perform some of these duties and responsibilities in a learning capacity.

  • Plans, organizes, schedules, manages, reviews, and conducts assigned financial, operational, compliance, tenant, and vendor contractual audits, or special studies; schedules and arranges audits; conducts audits by reviewing and analyzing transactions, data, documents, records, reports, and procedures, and discussing relevant issues with appropriate sources to obtain additional information; prepares workpapers that summarize data pertinent to the assigned audit; analyzes and evaluates data and documentation.

  • Identifies professional internal control, accounting, non-compliance, or other financial or operational issues and develops recommendations for resolution to Port and tenant management; conducts legal or other appropriate research to formulate findings; prepares and presents preliminary and/or final audit reports and exhibits.

  • Serves as the Port or department representative with all levels of Port management, tenant business owners, CPAs, and attorneys to discuss audit plans, issues, reports, and recommendations, which may be sensitive or confidential.

  • Mentors, coaches, and trains lower-level auditors and other appropriate staff; reviews work on audit projects to ensure objectives/conclusions are met and are based on adequate and consistent supporting evidence.

  • Develops, reviews, evaluates, updates, analyzes, generates, and/or distributes specialized accounting records, reports, and spreadsheets; compiles, calculates, and analyzes highly technical data and information from a variety of sources; reviews, verifies, and audits reports and supporting documentation, including authorizations; identifies discrepancies and resolves issues and/or notifies the appropriate parties; distributes reports to internal and external sources in a timely manner; performs budget transfers as directed.

  • Monitors efficiency and effectiveness of internal audit controls; identifies potential risks related to compliance with auditing procedures; recommends improved audit procedures.

  • Participates in planning, developing, and implementing departmental policies, procedures, and plans.

  • Assists in developing annual audit plan by identifying potential areas for audit.

  • Conducts research, develops findings, and formulates recommendations in connection with special projects as assigned.

  • Performs assigned disaster service worker responsibilities, as directed.

  • Observes and complies with all Port and mandated safety rules, regulations, and protocols.

  • Performs other duties as assigned.


Positions at the Deputy Port Auditor I level may exercise some of these knowledge and abilities statements in a learning capacity.

Knowledge of:

  • Audit principles, standards, and practices which include Institute of Internal Auditors, International Professional Practices Framework (i.e., Red Book), United States General Accounting Office, Generally Accepted Government Auditing Standards (i.e., Yellow Book), and Generally Accepted Auditing Standards.

  • Accounting principles, standards, and practices issued by the Governmental Accounting Standards Board and the Financial Accounting Standards Board (i.e., GAAP) and relevant interpretations, technical bulletins, concept statements, and implementation guides.

  • Principles and theories of internal control.

  • Common indicators of fraud and risk.

  • Principles and practices of public administration.

  • Methods and techniques of preparing technical and administrative reports, and general business correspondence.

  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.

  • Port and mandated safety rules, regulations, and protocols.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Port staff.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


Education:

  • Deputy Port Auditor I/II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in business administration, accounting, finance, law, or a related field.

Experience:

  • Deputy Port Auditor I: Three (3) years of increasingly responsible work experience in public accounting or internal auditing.

  • Deputy Port Auditor II: Five (5) years of increasingly responsible experience in public accounting or internal auditing.


Licenses and Certifications:

Deputy Port Auditor II:

  • Possession of a valid Certified Internal Auditor and/or Certified Public Accountant license, to be maintained throughout employment.


Hiring Range Negotiable Between:$97,437 - $118,873 DOE/DOQ*

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; to operate a motor vehicle and visit various work sites. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.


Environmental CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.
