Position Overview:
The Deputy Fire Chief of Operations performs the function of firefighter as defined by the State of Minnesota. The position is also responsible for oversight of the department’s Operations Division within the Eagan Fire Department. The Deputy Fire Chief Operations works closely with the Battalion Chiefs, Station Officers, and oversees the fire department operations.

  • Respond to fire/rescue calls during shift as Deputy Fire Chief and available for call back on significant emergency calls as required.
  • Operational Functions of this position include:
    1. Serves as acting Fire Chief in the Chief’s absence.
    2. Ability to take command of any emergency scene and direct staff using the Incident Command Structure.
    3. Provides oversight of the operations within the Department.
    4. Directly supervise operations functions within the Eagan Fire Department. Assist and guide subordinates as needed, evaluate performance, provide assigned instruction and recommend developmental steps.
    5. Plan and direct fire shift staffing and scheduling to ensure the effective utilization of all personnel.
    6. Serves as lead for personnel matters and assists the Human Resources Department in performing confidential duties as required.
    7. Assist and advise the Battalion Chiefs/Fire Officers in the operations of the department.
    8. Assist the Fire Chief in developing and managing the Fire Department budget. Authorize department expenditures in line with budget limitations.
    9. Review and analyze information regarding operations, trends, laws, regulations, and standards affecting the Fire Department for the purpose of proposing and developing policies and strategies for effective Fire and EMS operations.
  • This position requires the Deputy Chief to be proficient in public speaking and communication skills. Examples include:
    1. Presentations for Fire Prevention and Public Education courses.
    2. Serving as the Fire Department Public Information Officer at the Fire Chief’s direction.
    3. Representing the Fire Department at meetings, seminars, and other events.
    4. Represent the Department on assigned committees and task forces both internally and externally.
    5. Coordinate Fire Department operations with City departments and outside agencies to ensure proper communication and effective provision of fire suppression/EMS services to the community.
    6. Assist in promoting ongoing communication across the Department and City.
  • This position is the direct coordinator for areas involving GIS, Information technology and outside vendors related to communications. This includes:
    1. Liaison with the Dakota 911 dispatch center and the Fire Department's Records Management Contractor.
    2. Manage and direct Fire Department data and information systems. Implement programs to incorporate department statistical data and GIS systems.
  • Serve as the Fire Department’s Chief Safety Officer
    1. Ensures others are trained to act as Safety Officers at trainings and incidents.
    2. Oversees the Department’s participation on City of Eagan Safety Committee.
    3. Follows up on any incidents within the department including vehicle accidents.
  • Performs other duties as assigned by the Fire Chief.
  • Bachelor’s degree in Fire Science, Public Administration or Business Management, or equivalent.
  • Eight years of fire experience with a minimum of four years of fire experience at the Chief Officer rank. Must be an active firefighter at the time of application.
  • Provide with application proof of certification in the State of Minnesota or equivalent:
    1. Firefighter II
    2. Hazardous Material Operations
    3. Fire Officer I
  • Current Blue Card Incident Command certification or the ability to obtain within 12 months of hire.
  • Must have excellent driving record and valid Minnesota driver’s license or able to obtain Minnesota license.
Must be able to pass annual firefighter medical physical, physical ability, and mask fitting as requested to be a certified firefighter with the Eagan Fire Department.

  • Experience as a training officer coordinating a Fire/EMS Training Program for a fire department.
  • Experience as lead liaison representing your fire department in Records Management System and with your dispatch center.
  • Must have experience working with municipal fire codes.
Knowledge of:
  • Experience and/or understanding of fire suppression, prevention, and EMS functions.
  • Fire Department principles and practices of modern Fire Department administration.
  • Must have experience working with municipal fire codes.
Skills in:

Directly supervises:

  • Assistant Chief of EMS & Training
  • Battalion Chief – 3

Indirectly supervises a staff complement of 40+ employees.


Physical Requirements

The physical demands listed are representative of those that may be met by an employee to successfully perform the essential functions of this position.

  • Excellent driving skills.
  • Step up into/on truck with a maximum height of 30".
  • Reach up to the maximum of 88" and 36" deep.
  • Climb the back and on the top of the fire truck and balance self along a 15" span.
  • Climb several flights of stairs and 35' to 45' ladders.
  • Balance self while handling weighted equipment in a burning and smoke-filled structure.
  • Lift or carry equipment from floor to overhead.
  • Kneel/crouch balanced without support.
  • Crawl about on hands and knees with weight on your back.
  • Push/pull objects using total body movements (forces up to 18 pounds required for basic equipment).
  • Walk long distances (over 100 yards at one time).
  • Adequate grip strength with gloves to handle tools requiring torquing, pounding, and jerky motions with hands.
  • Walk around with 55 pounds weighted gear and a variety of weighted equipment or an injured person.
  • General mechanical ability/knowledge of engines.
  • Visual acuity to read gauges.
  • Auditory and comprehension skills to adequately hear and follow directions.
  • Quick reflexes to respond to unanticipated incidents.
  • Ability to multi-task.
  • Free from claustrophobia or fear of heights or cramped quarters.
  • Perform maintenance of grounds which includes, but is not limited to, shoveling, snow blowing, and watering.
  • Ability to work under stress/pressure.

Working Conditions

FLSA exempt position. Typical work week is Monday through Friday; however, hours worked are usually more than 40 hours per week, including hours before and/or after the normal workday, including some evening meetings.
