The King County Department of Adult & Juvenile Detention (DAJD) is seeking an exceptional leader and strategist to serve as the Deputy Division Director of the Community Corrections Division (CCD). This senior leadership role serves as a co-leader of the CCD Division, partnering with the Division Director to oversee budget and operations, strengthen partnerships, support workforce excellence, establish and monitor performance metrics, advance strategic priorities, and drive continuous quality improvements.

This position requires strong knowledge of best practices in the field, along with the ability to navigate and operate effectively across a complex governmental landscape. Success in this role depends on systems fluency—working seamlessly with the court system, internal partners, municipalities, and community-based organizations—while fostering cross-system collaboration to achieve shared outcomes.

The ideal candidate is a people-centered leader who can guide their team through change with clarity and consistency, holding individuals accountable while modeling expected behaviors. ABOUT THE DEPARTMENT

The Department of Adult and Juvenile Detention (DAJD) is an Executive branch department with five divisions and approximately 940 budgeted employees supporting two adult detention facilities, a juvenile detention facility, various community supervision programs, and administrative services. The two adult secure detention divisions are the Seattle Division, which operates the King County Correctional Facility (KCCF), and the Kent Division, which operates secure detention at the Maleng Regional Justice Center (MRJC). The Juvenile Division operates secure detention at the Clark Children and Family Justice Center (CCFJC) in Seattle. An average daily population, as of March 2026, the adult jails combined housed more than 1325 adult residents, the CCFJC housed more than 33 juvenile residents and supervised 40 juvenile clients in the community, and the Community Corrections Division had approximately 675 individuals supervised under electronic home monitoring and day reporting programs.

ABOUT THE DIVISION

The Community Corrections Division (CCD) is currently supported by 55 budgeted positions, and a biennial budget of roughly $24 million. It has been part of DAJD since 2003. It is the mission and vision of the CCD to “create an environment in which individuals receive the appropriate level of care to address criminogenic and psychosocial needs, by providing court ordered alternatives to secure detention that allow an individual to become court compliant, self-reliant, and a thriving member of the community.” CCD provides the courts and the participant with pre-trial and sentenced alternatives to secure confinement. The alternatives and services offered strive to use evidence-based practices that promote pro-social behaviors and lifestyles.

CCD works collaboratively with various community partners to provide an array of services and increase the use of alternatives. These services include monitoring and support services for persons supervised on electronic home detention, as well as day reporting services for those assigned to participate in more interactive programs supported by community service providers. The alternative programs and services are available to persons charged with an offense who are incarcerated or facing incarceration. To be eligible, a person must be ordered to join the program by the court and be statutorily eligible for the program.

Caseworkers in the division monitor an average of more than 600 individuals across the four programs. Within CCD, the Intake Services Unit works with the District and Superior Court in King County, completing more than 800 interviews each month with residents to support the Courts in pretrial release decisions. The division also delivers Resident Programs, which includes administration of computer tablets in facilities as well as a range of in-person programming, educational initiatives, volunteer and library services.

The goals of Community Corrections Division alternatives are to:
  • Improve the quality of life for each program participant.
  • Decrease the individual’s involvement in the criminal justice system.
  • Decrease rates of failure to appear at subsequent court hearings.
  • Support and help facilitate successful change in participant’s behavior.
  • Increase the participant’s sense of accountability.
  • Reduce the participant’s rate of re-offense.
  • Address community safety concerns.
  • Reduce the jail population by providing alternatives to secure detention.
  • Screen and assess individuals in the jail and provide court partners with information to guide decisions regarding custody status.
  • Develop and encourage participation in jail-based programs and services to address criminogenic risk factors while preparing individuals for reentry into their community.

KEY DELIVERABLES AND EXPECTATIONS

Reporting to the CCD Director the Deputy Division Director will assist in leading and developing a workforce and programs that underscore the department's commitment to reducing recidivism, making a meaningful impact, aligning with the organization's mission that contributes to positive successful outcomes, and transforming lives.

The Deputy Division Director - CCD:

  • Assists the Division Director in developing the Division's business/operation plan including creating performance indicators and outcome measures.
  • Leverages subject matter expertise and leadership to drive innovation, guide strategic initiatives, and advance the mission of the Community Corrections Division (CCD), contributing to improved outcomes for King County and the broader corrections field.
  • Provides oversight of CCD, which includes supervising the Community Corrections Supervisors.
  • Coach and develop leaders; manages the performance of Community Corrections Supervisors, through mentoring, counseling and corrective action if necessary.
  • Ensures that Community Corrections Supervisors continuously monitor, evaluate, and provide coaching, development, and counseling to the Community Corrections staff.
  • Provides leadership support across all three shifts within a 24-hour Community Corrections operation by backing up supervisors as needed, ensuring continuity of operations, addressing emergent issues, and maintaining consistent communication, decision-making, and adherence to policies and procedures throughout the division.
  • Reviews all incident reports submitted by Community Corrections Supervisors and determines the need for further and/or formal investigation in consultation with the Division Director.
  • Manages resources, including overtime usage for Community Corrections operations. In conjunction with the Division Director and Department finance staff, makes budget estimates and recommendations, conducts cost analysis and monitors expenditures.
  • Works closely with other Division and Department senior managers to monitor Community Corrections overall functioning, anticipates political, personnel or other issues affecting the Community Corrections Division, and addresses problems efficiently and promptly.
  • Develops and maintains successful partnerships with superior court, district court, law enforcement, and other Community Corrections agencies to maintain and improve provision of services to participants and to the public.
  • Regularly reviews research and other reports or documents pertaining to Community Corrections to ensure that CCD applies appropriate national standards and best practices in the management of participants.
  • Ensures that participants are managed safely and securely, in a way that upholds their constitutional and other rights, and in a manner that promotes learning and progress towards pro-social behavior.
  • Assists in development of policies and procedures for the division and at the department level in conjunction with leaders across the department.
  • Collaborates in union environment and engages with labor representatives to ensure division implements and adheres to provisions of labor contracts.
  • Oversees the development, review, and implementation of protocols and standard operating procedures for Corrections Supervisors and CCD staff, ensuring clarity, consistency, regulatory compliance, and alignment with operational best practices across the division.
  • Serves as the acting Division Director in the absence of the Division Director, when assigned.
  • Perform other duties as assigned within scope and area of assignment.

Professional Qualifications

  • 5+ years of leadership experience in Community Corrections or a closely related field.
  • A bachelor’s or master’s degree from an accredited college or university in public administration, criminal justice, sociology, psychology, or related discipline or any combination of experience and education that demonstrate the ability to perform the work.
  • A proven track record in establishing and maintaining strong, collaborative partnerships with staff, judiciary, law enforcement, and social service agencies
  • Demonstrated leadership ability with proven success in developing and motivating staff, building employee morale, ensuring strong performance management systems, and leading by example.
  • Experience fostering an atmosphere of mutual respect and dignity for both staff and program participants; proven ability to interact effectively with people of different cultures and socioeconomic backgrounds.
  • An understanding of and sensitivity to how organizations work and ability to build relationships to get things done through both formal and informal channels.
  • Experience leading and supporting change management efforts by assisting in the development, implementation, and continuous improvement of policies and procedures, ensuring smooth adoption, stakeholder engagement, and alignment with organizational goals.
  • Experience working effectively and collaboratively in a labor union environment with an understanding of and adherence to provisions in labor contracts.
  • A valid Washington State driver's license or the ability to travel throughout the County in a timely manner (time of hire).
  • Direct experience with and a strong knowledge of community corrections programs and services including evidence-based offender interventions is strongly desired.
  • A working and solid understanding of the criminal justice system, legal issues, and the complexity of operational issues in community programs including social services, treatment, the complex community corrections process, and how community corrections interface with justice partners is strongly desired.

UNION REPRESENTATION: This is a non-represented, appointed, career service exempt position, meaning that the person selected for this position will be at-will and serve at the pleasure of the appointing authority.

WORK SCHEDULE: This position will work a 40-hour workweek. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. However, maybe subject to change as otherwise negotiated with the successful applicant. This position is exempt under the provisions of the federal Fair Labor Standards Act (FLSA), meaning that it is not eligible for overtime pay or compensatory time accrual, and the incumbent will be required to work the hours necessary to meet position responsibilities.

WORK LOCATION: The primary onsite location is at the King County Yesler Building (400 Yesler Way) in downtown Seattle. This position may be eligible for some hybrid work. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. A valid Washington State Driver's License is required by the time of hire. Candidates must be willing and able to report to work at different locations for meetings and events, as when necessary.
