Hello, and thank you for your interest in the Smith County Precinct 4 Constable’s Office. As Constable, since 2017 I have changed the outlook on what is expected from the Constable’s Office in Precinct 4. It is a belief that Constables should only complete the job duties of serving papers and providing security for the Justice of the Peace and their courts. However, with the world’s fast growing criminal element, and the fact that our office serves a very rural area. We serve as both the civil arm of the court, and the long arm of the law. Our community deserves the very best from their law enforcement, and I have assured them that’s what they will get under my leadership as their Constable. I have been continuously elected because of the stance I have taken in serving our community, and not treating this as a retirement job. Summary

The Deputy Constable for Smith County Precinct 4 Constables Office primary duty is to provide law enforcement services and protection for the citizens of Smith County Precinct 4. Precinct 4 is the Northeast section of Smith County. It encompasses Chapel Hill, Winona, Jackson Heights, Red Springs, Owentown, Starrville, Overton, Gladewater and Morningside. This 322-square mile area is the largest precinct in Smith County. Being the most rural precinct, the citizens depend on their Constables Office to provide civil processes, criminal investigations, patrol and keeping peace. The Constables Office is very committed to our community, and we are looking for an individual to add to our team that will give 100% of the service to our citizens. Incentives include paid TCOLE training, furnished uniforms, cell phone allowance, take-home vehicle (within Smith County limits) and furnished equipment.

  • Patrols Precinct 4 and provides law enforcement services to the citizens.
  • Arrests/Apprehends criminals
  • Provides detailed incident reports on incidents, calls and arrests that involve the Precinct 4 Constables Office.
  • Logs in evidence associated with criminal offenses/investigations.
  • Files criminal cases with the Smith County District Attorney’s Office.
  • Enforces state law and traffic law.
  • Checks residential areas and businesses for activity to deter theft and burglaries.
  • Serves process issued by the JP Court, County Court and District Court.
  • Answers 9-1-1 calls for service and assists other local agencies.
Other Responsibilities
  • Serves as a bailiff to the Smith County Precinct 4 Justice of the Peace while court is in session as needed.
  • Other duties assigned.

  • Must be able to operate a patrol vehicle in a safe manner.
  • Must be available to be on call 24/7 for disasters or emergency situations.
  • Must have a good attitude and willingness to work.
  • Interact with the public and community by using the methods of community policing to ensure a safe environment and maintain an approachable status with the citizens of Precinct 4.
  • Basic Computer Skills.
  • Ability to safely use a firearm.
  • High School Diploma or GED
  • Intermediate Proficiency Certificate from the Texas Commission on Law Enforcement
  • 3 years full time patrol experience and or combination of Patrol, CID, or Bailiff experience
  • Nothing less than an honorable discharge from previous law enforcement employment
  • Good report writing skills
  • Must have a desire to work closely with the community and the citizens within Precinct 4
  • Proactive approach to law enforcement, with an emphasis to do all aspects of police work

Licenses and Certifications

  • Licensed Texas Peace Officer through Texas Commission on Law Enforcement (TCOLE).
  • Intermediate Peace Officer Certification.
  • Must have a valid Texas Driver License.

Physical Demands and Work Environment

  • Must be able to stand for long periods of time.
  • Must be able to physically subdue violent criminals.
  • Must be able to walk, run and climb.
  • Must be in good physical condition to effectively conduct law enforcement duties such as, the arrest, apprehension, and detention of criminals.
