MajorDuties

  • The Deputy Assistant Inspector General for Audit (Program Audits and Evaluations) serves as an advisor and participates fully with the AIGA in the development and direction of the nationwide audit program, which is designed to effectively respond to the interests and needs of the IG in carrying out the mission and functions of OIG. Such participation includes: Development of audit plans, policies, procedures and short- and long-term goals, and assessment and formulation of budget requirements to accomplish program plans and goals. Providing executive-level guidance and direction to directors, managers, and teams, including developing audit and evaluation ideas, determining the most effective and efficient approach to be followed in the performance of the audits and evaluations, and monitoring progress to ensure timely completion of the audits and evaluations. Serving as an alter-ego to the AIGA in the management of the OA, when designated, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the OA by new auditing, business or technological measures, processes, techniques or strategies. Ensuring, within assigned Headquarters and Field Offices, the audits and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the General Accountability Office (GAO) Yellow Book standards and other Federal accounting and auditing guidelines, auditing and evaluation guidelines established by the Office of Management and Budget, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations.

Education

DEGREE REQUIREMENT: Auditing; or a degree in a related field such as business administration, finance, public administration or accounting. Additional degrees including actuarial science, economics, government, mathematics, political science, and statistics will be accepted. OR COMBINATION OF EDUCATION AND EXPERIENCE: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Due to the education requirement of this position, an unofficial transcript must be submitted at the time of application. If transcripts are not received, you will be rated as ineligible. If you are relying on your education to meet the qualification requirements: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing along with your application. If you fail to provide the required documentation, by the closing date of this announcement, you will not receive consideration.

Requirements

To be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). Must be a U.S. Citizen or National. Subject to a 1-year supervisory probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. May be subject to pre-employment and random drug tests. Must file a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Evaluations

You will be evaluated for this job based on how well you meet the qualifications above. Do not list a Social Security Number or Date of Birth on any attachment. Once the application process is complete, a Human Resource Specialist will review of your resume and supporting documentation. If you are the recommended selectee (and not already a former or current member of the SES serving under a career appointment, or have successfully participated in an OPM approved SES Candidate Development Program), you must participate in a Structured Interview assessment of your executive qualifications based on the ECQs with an OPM Qualifications Review Board (QRB).
