Responsibilities

The Office of Space Weather Observations (SWO) under NESDISis responsible foradvancing space weather observational capabilities to meet NOAA programmatic needs. NOAA’s Space Weather Next (SWX) programmaintainsand extends space weather observations from various vantage points, selected to most efficiently provide comprehensive knowledge of the Sun and the near-Earth space environment needed to protect our technological infrastructure.

The Space Weather Ground Services (SWGS)is responsible forcomprehensive ground services for all SWX projects, ensuring successful implementation and operation ofobservingassets and ensuring the continuity of space weather measurements made by SWFO-L1 and the GOES-R series satellites.

The SWGS Mission Operations Services (MOS) program must provide a fullmission satellitecommand and control solution to support the L1 Series with two new independently launched observatories.

Overview:

PeratonisseekingaCyber Systems Engineer to support cybersecurity activities across a new satellite ground system development program supporting the National Oceanic and Atmospheric Administration (NOAA). This position will support all cybersecurity design and implementation activitiesthroughout the full system lifecycle—from architecture and design through integration, assessment, authorization,operationaldeploymentand sustainment.

The selected candidate willbe responsible forsupporting the program’s cybersecurity architectureto include implementingsecuritycontrols and processes for a FISMA High-impact systemin a cloud-based environment. This role requires close collaboration with other program functional elements including Systems Engineering Integration and Test (SEIT), Software Engineering, Networks, Infrastructure, Architecture, Operations,Qualityand program leadership to ensure cybersecurity is fully integrated into system design and delivery.

  • Designs and develops new systems, applications, and solutions for enterprise-wide cyber systems and networksin support of CI/CD pipelines,DevSecOpsframeworks and Zero Trust Architectureimplementations
  • Integrates new architectural features into existing infrastructures, designs cyber security architectural artifacts, provides architectural analysis of cyber security features, and relates existing system to future needs and trends, embeds advanced forensic tools and techniques for attack reconstruction, provides engineering recommendations, and resolves integration and testing issues
  • Provide technicalexpertisefor NOAA FISMA High systemapplications,computersand networks -including cybersecurity tool managementandimplementingNIST 800-53 high-impact security control configurations
  • Support the NOAA cyber security mission by building, configuring, troubleshooting, and updating the network security capabilities that protect NOAA core networks and information
  • Managing complex vulnerability remediations and developing novel patch and vulnerability management solutions.
  • Monitorsecurenetwork connectivity and ensure high quality data transmission using standard network tools
  • Createandestablishnetwork security processes, configurationguidesand architecture diagrams
  • Provide technicalexpertisetolarge or complex projects
  • Establish andmaintainstandard operating procedures for operations team members

Qualifications

  • Minimum of 5 years of experience with BS/BA, 3 years of experience with MS/MA or 9 years with no degree.
  • Ability to obtain and hold a Public Trust clearance – US Citizenship isrequired
  • Experience with Information Assurance (IA) hardening and compliance,i.e.DISASTIG &NIST 800-53compliance, documentation.
  • Experience deploying andmaintainingcybersecurity tools to include vulnerability scanning/management,SIEM,PAM,WAF,endpointprotection and cloud security applications
  • Musthave network andfirewallengineering experience with designing, implementation, andmaintaininglayer 2 and 3 networking devices and/orfirewalldevices.
  • Strong knowledge of the OSI 7-layer model, TCP/IPand common application layer protocols.
  • Experience working with the Atlassian tool suite, including Jira,AssetManager, Confluence, Risk Register, Crucible, etc.

Preferred Qualifications:

  • Strong interpersonal skills with a willingness to foster strong relationships with coworkers and vendors.
  • AWS certificationor similar CSP certifications
  • Experience with scripting to automate tasks and manage workflows using Python,Bashor PowerShell
  • Experience with Infrastructure as Code (IaC) tools like Terraform, CloudFormation and Ansible
  • Experience with multiple cyber securityvendorsand productssuchasF5Big-IP,Delinea, TenableSC, BigFixandPaloAltoVM-Seriesor equivalent technologies
  • Highly organized with strong attention to detail.
  • Outstanding verbal and written communication skills with the ability to dynamically tailor communications effectively todifferent levelsof the organization.
  • Experience supporting NOAA, NASA, or national space mission programs, particularly ground systems.
  • Experience leading projects and process improvement activities to completion with successful outcomes and delivery of desired results.
  • Active Public Trust clearance

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
