Scope of Project
The County of Rockland is seeking a senior-level consultant to provide confidential advisory services directly to the Sheriff, covering enterprise IT strategy, cybersecurity governance, risk management, and technology operations including voice, cellular, and data communications.
Responsibilities:
- Set IT vision, mission & strategy for Sheriff's Office
- Evaluate & lead enterprise-wide technology solutions
- Develop short & long-term IT roadmaps
- Support RCPIN network development & execution
- Lead technology architecture, infrastructure & software development
- Coordinate with County ITS Division & senior management
- Develop IT budgets & capital planning strategies
- Manage operating & capital technology projects
- Review licensing, application software & mobile device management (MDM)
- Review partnership agreements & contracts (including SaaS)
- Review & recommend all IT purchasing decisions
- Lead RFP & bid coordination
- Implement cross-training & knowledge transfer programs
- Oversee 911 systems, voice, cellular & data communications
- Create & implement formal cybersecurity policy
- Ensure compliance with information security standards
- Lead risk identification, assessment & mitigation
- Provide quantitative & qualitative risk reporting
- Conduct quarterly & annual security reviews
- Coordinate patching & change management
- Conduct security awareness & phishing campaigns
- Perform physical asset security reviews
- Manage cybersecurity of local/client data & infrastructure
- Coordinate RCPIN police information network
- Collaborate with HSI, FBI, IC3, and CISA
- Anticipate emerging cyber threats
Required/Preferred Skills:
- Bachelor’s degree in IT / Computer Science / Cybersecurity / Business Administration (Mandatory)
- 10–15+ years enterprise network management experience
- 10+ years in government or regulated industry
- Cybersecurity risk management expertise
- Strong executive communication skills
- Enterprise routing & switching (VLANs, MPLS, SD-WAN)
- Security architecture (VPN, Zero Trust, firewalls, segmentation)
- CJIS compliance & high-security systems experience
- Vulnerability assessment & incident response
- Strong confidentiality and discretion
- Prior work with county sheriff or federal contractor
- Law enforcement / public safety domain experience
- NYS Business License (Mandatory)
- Background check & fingerprint clearance required
